
Course Description
The 2014 Framework Partnership Agreement (FPA) will expire on the 31st December 2020 and will be substituted by a humanitarian Partnership Certificate. The provisions related to the implementation of the actions are contained in the Model Grant Agreement (MGA), adopted at Commission level.
Although the logic of the Partnership, from a legal perspective, has changed, the majority of the implementation rules are not significantly modified, with a few relevant exceptions.
The course will be organised around the following topics:
- Introduction to the 2021 Partnership Certificate
- Overview of the Model Grant Agreement
- Financial issues (eligibility of costs, exchange rate, budget etc.)
- Implementation issues (implanting partners, amendment, procurement, visibility etc.)
Specific Objective
In the spirit of Partnership, DG ECHO has always been willing to promote its Partners’ full understanding of applicable rules and their implications and implementation; therefore, the objective of this one-day virtual training is to present the novelties of this new system.
What is a Virtual Classroom?
A virtual classroom is an online learning environment that allows for live interaction between the tutors and the learners when participating in learning activities. In other words, the virtual classroom is a shared online space where the learners and the tutors work together simultaneously.

Target group and prerequisites
NGOs’ staff involved in the implementation, supervision and reporting of ECHO funded Actions, both at field and HQ level. Restricted to DG ECHO implementing partners. Basic knowledge of FPA is desirable.
