Surgical and trauma health response in Sierra Leone
EMERGENCY is working in Sierra Leone since 2001 with a Surgical Centre designed for war victims, then extended to the care of orthopaedic patients and all surgical emergencies.
In order to better fulfil the gaps identified in the health sector, EMERGENCY aimed at increasing trained staff at district level in general surgery, trauma stabilization and safety referral. Shortage of qualified professional health staff and weak capacities in training institutions are identified as key challenging in the health sector in Sierra Leone.
Therefore, thanks to the EU Delegation to Sierra Leone contribution, the project ‘Strengthening surgical and trauma health response in two most affected areas by Ebola in Sierra Leone: Port Loko and Western Area’ started in 2015 with the overall objective to contribute to the surgical and trauma health response in affected Ebola areas: Port Loko district (Lokomasama), Kissy (Waterloo Refuge Camp) and Goderich.
For this reason the activities implemented aimed at increasing access to surgical – trauma services in Port Loko, Kissy and Goderich and at guarantee capacity building for national medical staff and CHWs.
In fact, a core point of the intervention is strong inclusive factor together with a double approach: addressing the immediate needs, while keeping considering longer term needs and issues a joint emergency and development approach.
Our main activities
Finalisation of the objective of the research
- Preliminary contact with EMERGENCY staff in charge of project management;
- Analysis of all available documentation on the project and the actors concerned; analysis of existing strategic materials; analysis of the action alignment to the EU principles and strategic priorities;
- Preliminary identification of the relevant stakeholders/key informants in the projects;
- Action appraisals and elaboration of theory of change (includes Project problem and logframe analysis);
- Finalisation of field inquiry (finalisation of assessment matrix, deviation from plan matrix and other tools), collecting materials and workplan.
- Field Inquiry: data collection and analysisDeviations from plan analysis, Stakeholder analysis (limited to the identification of main links among all the organisations involved and their capacity to expand benefits and optimise resources) ;

Fight against energy poverty: evaluation of the Doniamo Energia Calls
Through the evaluation of the Bandi Energia (Energy Call for Proposals), promoted by Fondazione Cariplo and Banco dell’Energia, we contribute to the development of intervention models finalised at avoiding that disadvantaged families in the Lombardy descend into structural poverty. We do this by focusing on promoting skills and territorial networks.
School and gender stereotypes: an innovative intervention model
With the Be.St. – Beyond Stereotypes project we promote the development of a systemic approach across primary schools in order to facilitate relationship building amongst children based on respect and the acknowledgement of diversity in order for future generations to become more aware of their potentials.
Training of candidate volunteers within the “EU Aid Volunteers” initiative
The 4-year Framework Contract EU Aid Volunteers aims to develop a training programme for the EU aid volunteers initiative, provide training services to candidate volunteers, and assess the competences of the candidate volunteers trained.
EU Aid Volunteers brings together volunteers and organisations from different countries, providing practical support to humanitarian aid projects and contributing to strengthening the local capacity and resilience of disaster-affected communities.
The action is managed by ICF consulting services (leading agency) in partnership with MDF Training & Consultancy Brussels, Gesellschaft für Organisations, Planung und Ausbildung mbH (GOPA) Consulting, The Austrian Study Center for Peace and Conflict resolution (ASPR) and Scoula Superiore Sant’Anna (SSUP).
PuntoSud is acting as subcontractor, providing its vast experience in training services for Humanitarian Aid workers and volunteers.
This contract consists of different tasks:
Manage all logistic arrangements for volunteers’ participation, including setting up training facilities and managing volunteers travel and accommodation

- Development of all the training modules, both online and in class
- Delivery of the training modules, update of the courses and materials when needed and evaluation of the training programme

Individuals can apply to be deployed to humanitarian projects worldwide, consulting the specific vacancies page. Once the candidate has been selected by a hosting organisation, she/he will be able to participate to the offered training program: first by following the mandatory online courses, which are then followed by the classroom courses. The classroom lessons are a unique opportunity to meet other candidates and exchange ideas and experiences.

Health and Nutrition for Mayo’s Vulnerable Population
The EMERGENCY project has its action hub in the Paediatric Centre in Mayo area where EMERGENCY not only offers free and qualified paediatric assistance, but it also provides women with Antenatal Care and promotes a preventive approach to child and maternal healthcare through health education sessions.
The EMERGENCY project aims at contributing to the improvement of the quality of life of marginalised populations in Mayo by ensuring access to free and quality healthcare services (curative and preventive medicine) to children under 14 and by increasing community participation and awareness of the population with regards to health and nutrition issues.
The overall objective of the project is to contribute in reducing maternal, neonatal and child morbidity and mortality, through free of charge, high quality health services, community participation and ownership.
Therefore, the project facilitated strong partnerships among civil society organizations (CSO and CBO) and local authorities working in the area.
Since 2011, PuntoSud developed a strong collaboration with EMERGENCY and it provided specific and dedicated services for two projects implemented in Sudan since 2011 to 2019.
During the implementation of the two projects, particular attention has been put on the following aspects:
- Analysis of the project management, work plan and project’s outputs results;
- Stakeholder analysis and deviations to plan analyses;
- Qualitative survey on stakeholders and beneficiaries perception concerning project outcomes;
- Information concerning relevance, efficiency, effectiveness, sustainability and impact of the project.

Enhancing Salesians’ Offices worldwide
The Project “Co-partners in development” aims to strengthen the capacity of 14 PDOs, enable them to coordinate and cooperate among themselves and with external development actors and share good practices in the field of education and vocational training.
The Project “Co-partners in development”, promoted by the Italian NGO Volontariato Internazionale per lo Sviluppo (VIS) in 36 ACP countries in partnership with the Don Bosco Network, aims at enhancing the Salesian’s Project/Planning Development Offices (PDOs) capacities in organisational management and sustainability. The PDOs are in charge of supporting Salesians projects in areas such as youth promotion and vocational training.
Initially, the PDOs were created as a point of reference for the projects submitted to various agencies to support Salesians’ activities in the field of youth development and vocational training. At first, they were very simple project cycle executing tools, but after more than 20 years, some of them have turned into complex tools for the planning and overall systematic development of the Salesian provinces (which, in most cases, covers more than one country).
The purpose of this project is to strengthen the capacity of 14 PDOs, enable them to coordinate and cooperate among themselves and with external development actors and share good practices in the field of education and vocational training. The target PDOs operate in 36 different ACP countries, facing a wide range of different challenges and constraints. This led each PDO to develop different expertise (both in the technical and in the organisational management spheres). The project offers a unique opportunity for the 14 PDOs to meet and share best practices, sectoral knowledge and potential solutions to common problems.
PuntoSud is providing its support throughout the entire capacity building process, through a two steps approach:
- The first phase consists in the definition, implementation, monitoring and follow up of a general capacity development plan, to set a common arrival point for all the 14 PDOs. This includes the adaptation of a pre-existing “self assessment tool”, the presentation of the tool itself, the support to the PDO in the compilation of the self-assessment, the translation of the 14 self assessments into 14 specific capacity development plans. Based on the information provided by the project staff, the capacity development plan is re-evaluated (on annual basis) and, in case, adapted/updated.
- The second phase consists in the definition and implementation of specific capacity building tools in order to support the PDOs in the achievement of the objectives indicated in their capacity development plan. This involves the preparation and delivery of classical training modules (where topics are adapted per language and level to the specific audience); the preparation and delivery of distance learning modules via webinars; online training follow up (through specific forum on the dedicated platform or email /skype exchanges).

Training and helpdesk support services to the CSO/LA working with EuropeAid funds
Over a period of two years, the project sought to improve access to information, methods and best practices on EuropeAid grant contractual obligations to Non-State Actors and Local Authorities in NMS, thereby helping them to strengthen and broaden their international cooperation capacity.
In January 2009, the European Commission – DG EuropeAid funded-project entitled Helpdesk platform and support to New Member State (NMS) Non State Actors/Local Authorities in the Development Sector was launched by PuntoSud together with its four implementing partners (FoRS – Czech Forum for Development Co-operation from Czech Republic, AID 24 – Hungarian Baptist Aid from Hungary, Apel Service from Romania and People in Peril Association from Slovakia) and two Associates (Caritas Polska from Poland and Support to Life from Turkey).
Over a period of two years, the project sought to improve access to information, methods and best practices on EuropeAid grant contractual obligations to Non-State Actors and Local Authorities in NMS, thereby helping them to strengthen and broaden their international cooperation capacity. At the core of this effort were three main activities, or tools: a helpdesk, a website and a series of training sessions. These tools could provide needed support for organizations in Eastern Europe, as well as in other countries, working with DG EuropeAid.
Indeed, a preliminary needs analysis carried out by PuntoSud revealed that organizations throughout the EU – including, but not limited to, NMS – need assistance in planning and managing EC, and more specifically, EuropeAid projects.
In an attempt to address the needs and tackle the difficulties facing organizations throughout the EU, with a focus on NMS, the project designed the three tools for support and capacity building mentioned above. These tools are meant to be complementary and act as synergetic elements of a broader effort, as expressed in the specific objective: “Access to information, methods and best practices on AIDCO programmes contractual obligations guaranteed to New Member States NSA/AL wishing to strengthen and enlarge their cooperation.”
Each of the tools contributes to the project’s objective in its own way, providing for the different needs of users. The helpdesk offers day-to-day support to all organizations working with EuropeAid, both at headquarters and field level, by replying to queries on administrative, legal, financial and procedural aspects of preparing and managing EuropeAid-financed actions.
Secondly, the website contains information on upcoming trainings, downloadable documents, access to the manual “Il Trenino” and information related to all stages of the project cycle. Lastly, the training sessions are aimed at capacity building mainly in NMS, with a focus on EuropeAid funding modalities and project management.
Project main results
Two components formed the project development plan.
The first and main component included the establishment of the Helpdesk-platform and the running of the networking activities. Its main outcomes can be summarised as follows:
- A dedicated helpdesk website devoted to facilitate the planning and management of AIDCO projects established for the entire life time of the project and after.
- An helpdesk service created to support NMS organisations/platforms with a working team daily available to answer to questions, requests for models or advice to better deal with the design/management of EC funded development projects.
- A comprehensive manual on administrative and contractual obligations of EC funded development projects (the Trenino– last updating September 2011) produced and shared among all interested organisations, decreasing the risk of misunderstanding of rules and procedures.
The second component guaranteed a specific capacity building action envisaged for the staff of NMS organisations. Its outcomes are the following:
- 9 training sessions delivered in partners countries and in Italy;
- 12 specific projects run by NMS organisations screened, supported and monitored (hands-on);
- Helpdesk platform and networking.

ERRE2 is a 3-year project co-founded by Impresa Sociale Con I Bambini, leaded by Opera Diocesana Patronato San Vincenzo. The main objective is to establish and activate a network to create a favourable environment for youngsters, enabling them to experiment different innovative/educational opportunity, and positive educational relationship models. Within ERRE2, PuntoSud promotes an impact study.
ERRE2 is a 3-year project co-funded by Impresa Sociale Con I Bambini, run by 23 partners acting in the Bergamo Province (Lombardy region), leaded by Opera Diocesana Patronato San Vincenzo.
It is based on the assumption that although high level of welfare, educational poverty remain an issue in the area. Despite a high presence of different education offers, youth often perceive these as inaccessible with a negative impact on their personal education especially them residing in disadvantaged areas. ERRE2 involves some suburbs of Bergamo city where educational poverty is more present and focuses on doing to motivate youngsters who have experienced school failure.
The main objective is to establish and activate a network to create a favourable environment for youngsters, enabling them to experiment different and innovative/educational opportunity, and positive/stimulating models of educational relationship. ERRE2 works on common space rehabilitation, families’ support and involvement, school role reinforcement, cognitive/non-cognitive skills’ strengthening. Youth is directly involved in the design and implementation of educational/cultural activities inside/outside the school. The school is promoted as a central hub for youth and community’s educational/cultural life supported by the territorial network. PuntoSud involvement in ERRE2 is mainly dedicated to assure the project implementers with an impact study.
The exercise is organized in 3 moments: initial, at the project end, and two years after the conclusion of the activities.
The evaluation system focuses particularly on the network “model” implemented and how this model effectively supports the target group identified (pre-adolescents and adolescents). Within this framework, the evaluation investigates also the expected positive interaction among Public administrations, civil society and the private sector. The impact assessment uses a theory based approach with a longitudinal statistical-descriptive study.

Dimensione L’UDA is a 3-year project, co-founded by Impresa Sociale Con I Bambini, leaded by Coop. Soc. Il Ce.Sto. It pursues the scholastic inclusion of vulnerable students from the disadvantaged areas of Genova metropolitan city through Learning Teaching Units – UDA, implemented by the project to impact on pupils’ knowledge and competence. Within the project, PuntoSud promotes an impact study.
Dimensione L’UDA is a 3-year project, co-funded by Impresa Sociale Con I Bambini, run by 12 partners acting in the Genova area, leaded by Cooperativa Sociale Il Ce.Sto. It pursues the scholastic inclusion of vulnerable students in particularly from the disadvantaged areas of Genova metropolitan city.
It is based on the fundamental postulate that inclusion is facilitated by the increase of knowledge and competence levels of the students in the transition between the 1st and 2nd scholastic cycle (pre-adolescents). To this end it provides for the definition and administration of a batch of Learning Teaching Units – UDA elaborated by a Scientific Committee, consistent with schools’ program, equipped with cutting-edge technology and tools, contextualised in the territory of reference.
A plausible perspective of continuity and sustainability of the project is promoted through specific trainings of teachers and other actors of the educating community and the opening of the area to the public.
PuntoSud is mainly dedicated to assure the project implementers with an impact study. The exercise is organized in 3 moments: initial, at the project end, and 2 years after the activities’ conclusion. The evaluation system focuses on the UDA and in detecting pupils’ interest and confidence increase vs the school, the maintenance of mechanisms activated at intervention end by schools and the conditions in respect of which pupils’ enrolment to the secondary school are facilitated also thanks to project activities’ promotion.
PuntoSud is engaged to develop tools for the detection of results in order to ensure a system for collecting the priority information (output and outcome quantitative data collection).
A complementary work of collecting qualitative information related to project implementation is promoted (deviation from the plan, criticality, strengths, opportunities). PuntoSud contributed in supporting the project leader in the finalization of the monitoring system.

Fight against energy poverty: evaluation of the Doniamo Energia Calls
Through the evaluation of the Bandi Energia (Energy Call for Proposals), promoted by Fondazione Cariplo and Banco dell’Energia, we contribute to the development of intervention models finalised at avoiding that disadvantaged families in the Lombardy descend into structural poverty. We do this by focusing on promoting skills and territorial networks.
School and gender stereotypes: an innovative intervention model
With the Be.St. – Beyond Stereotypes project we promote the development of a systemic approach across primary schools in order to facilitate relationship building amongst children based on respect and the acknowledgement of diversity in order for future generations to become more aware of their potentials.
Training and support services to the DG ECHO staff and partners
For over 15 years we have been supporting The Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO) so as to facilitate a proper and transparent management of humanitarian interventions and an efficient and effective collaboration between the donor (EU) and the funding recipients (NGOs, International Organisations and Member States’ Specialised Agencies
This service contract has been requested by the Directorate General for Civil Protection and Humanitarian Aid Operations (ECHO) to provide training and support services to its staff and to its Partners’ Organisations staff.
PuntoSud is acting as consortium leader and as main expert in FPA and FAFA rules and procedures. Particip and MDF Training and Consultancy provide to the consortium their extensive, international experience in the field of Adult Learning and Training methodologies. Instituto de estudios sobre Conflictos y Accion Humanitaria (IECAH) and Groupe Urgence Rehabilitation Developpement (Groupe URD) add their specific knowledge and expertise on thematic policies related to the Humanitarian Aid Sector. Thanks to their different experiences and skills, this group of organisation is providing a wide spectrum of support services, in English, French and Spanish, through a variety of tools, which include:
- Face-to-face and virtual classroom training: design and delivery of face-to-face and virtual classroom courses to different types of actors on the ECHO Partnership rules and provisions, on the project cycle and related procedures and on ECHO thematic policies. The objective of these courses is that participants (ECHO’s and implementing agencies’ staff) acquire a good knowledge of the policies and procedures, know how to apply them correctly in their daily work and have a better mutual knowledge of each other’s roles and responsibilities.
- Distance learning program: provision of eLearning modules and webinars on specific topics. Elearning courses are designed using a variety of tools and methods that allow engaging lectures (videos, interviews, checklists, etc.) and more interactive sessions (knowledge tests, scenarios, discussion panels, etc.). The webinar are short synchronous sessions that are provided in particular to inform the partners of possible news.
- Helpdesk website: a dedicated website for self-learning targeting ECHO’s partners has been developed to explain the main rules and procedures of project management. Three dedicated environments have been developed, taking into account the different sets of rules applying to NGOs, International Organisations and Member States Specialized Agencies. The added value of the helpdesk website is its organisation per topic, following the project cycle, regardless the source of the information provided (legal framework, guidelines, fact sheets, FAQ, policy documents, etc.), to allow complete understanding of a specific issue without the need to browse all available documentation. The content of the Helpdesk website is constantly enriched with new documentation and supporting tools, as soon as they become available. A section of the website is dedicated to visibility and communication, and allows easy access to examples and good practices for the implementation of mandatory visibility and communication activities.
- DG ECHO Humanitarian Food Assistance Website: this website is dedicated to the explanation of the priorities, tools and approaches of ECHO in providing Food Assistance.
- Helpdesk support service: PuntoSud provides day-to-day support to DG ECHO Partners’ staff, replying to questions related to administrative, legal, financial and procedural aspects in the management of ECHO-funded projects. When needed, the written reply is further complemented by direct conversations via Skype/Zoom/Meet, to better clarify concepts or to allow a better understanding of the specific situation the Partner is facing.
- Flash reports:whenever ECHO introduces new provisions, publishes new documentation or organises Partnership-related events, it is of paramount importance that this information reaches the largest possible audience in the less possible time. For this reason, whenever needed, PuntoSud sends a Flash report to a wide list of Partners’ staff, who requested this service.

2003-2008: Supporting DG ECHO Quality Approach in Humanitarian Aid
SHORT DESCRIPTION
In 2003 PuntoSud starts its long-lasting cooperation with DG ECHO participating into two capacity development projects financed by DG ECHO and promoted by Solint Forum, a consortium of Italian NGOs (CISP, COOPI, COSV, Intersos and Movimondo). Both grants aimed to support DG ECHO partners in preparing and implementing humanitarian projects and programmes by facilitating the correct and timely application of the Framework Partnership Agreement financial and contractual rules and procedures, as well accountability principles and best practices in Humanitarian Aid.
From 2005 onwards PuntoSud continues its support to the DG ECHO implementing other consecutive capacity development grants with the creation of the famous ‘Trenino’, a manual providing Humanitarian Organizations with clear procedural and operative information for the management of DG ECHO funded projects under the FPA 2003-2007. Moreover a Training package was developed for internal training. PuntoSud also cooperated for the preparation of a ‘project compiler, a prototype of the eSingle form for the the preparation of narrative and financial reports. Several FPA trainings targeting Humanitarian Operators were delivered. In 2006 a permanent Helpdesk was set up together with the helpdesk website (the “Track”)

The aim of this Framework Contract was to support DG-ECHO partners in preparing and implementing projects and programmes by facilitating the correct and timely application of the Framework Partnership Agreement (FPA) 2008 financial and contractual rules and procedures, as well accountability principles and best practices in Humanitarian Aid.
The action enabled PuntoSud to develop a comprehensive set of tools which virtually cover all the phases of the project cycle, from the inception period (planning & design) to the end of the project (reporting, monitoring and evaluation). At the same time the project gave the opportunity to set up a permanent helpdesk: a working group at disposal of partners, to deliver support, via email, on humanitarian issues.

Educational poverty, schools and inclusive communities in El Salvador
Through the project “Escuelas y Comunidades Inclusivas” in El Salvador, we support NGOs and local associations through acknowledging their skills and promoting sustainable models of inclusive schooling for the most vulnerable children.
