Elaboration of a theory of change of two projects of the Ufficio Pio

Accompanying work to the Pio Office, for the construction of a theory of functional change to the design of two projects to combat poverty in charge of the Pio Office. The work has led to capitalize on the experience gained to strengthen interventions aimed at contributing to the social and economic inclusion of people and families in difficulty.



Definition of the ToC in participatory form, with the involvement of various public and private organisations form Piedmont.

More specifically:

  • preparation of the work, conducted in a participatory perspective and with all levels and internal staff;
  • making the most of the reflections already developed at the level of the three-year strategy;
  • training and support/facilitation of the ToC working group;
  • consideration of possible internal changes needed to generate the desired impact;
  • elaboration of some suggestions for integration with monitoring and evaluation activities
  • Preparation of two final reports
  • Debriefing meetings with target institutions

Independence and autonomy of people with disabilities in Gaza

The final evaluation took place at the end of the project promoted by the NGO EducAid entitled Independence, Capability, Autonomy, inclusion – Center for Independent Life for Persons with Disabilities of the Gaza Strip (I-CAN). The project started its implementation phase in May 2018 and ended – with an extension – in March 2021 in Gaza.



The I-CAN project was dedicated to strengthening the independence and self-determination of people with disabilities (PWD), especially women with disabilities, primarily through the establishment of an integrated and innovative Centre in cooperation with local organisations. The Centre is today the hub for improving the autonomy of the PWDs through the provision of personalised individual and group services. The Centre, in particular, has the characteristic of involving, as operators/women, staff with disabilities, proposing “in fact” a model of real contrast to stereotypes and strongly marked by the protagonism of the PWD in the target territory.

The evaluation work was carried out as follows.

  • First, we worked to develop a critical analysis of the project path, taking care to build the logic of the intervention on the basis of the real potential and external constraints that emerged from the start. This analysis allowed to define the evolution of the reference framework presented at the initial stage (relevance of the intervention) and to analyses the progress of the project (through the monitoring documents and some interviews addressed to the actors involved in the activities (efficiency of the intervention).
  • Secondly, have been investigated the economic, social and institutional factors that can ensure the implementation of the planned service activities (setting out the minimum standards of success with EducAid in the framework of the OECD DAC criteria).
  • Thirdly, a quantitative study was organized, questionnaires have been administered to the users of the Centre and to teachers who received training. This demanding work has allowed us to work on a specific data source that strictly oriented to assess the effectiveness, sustainability and impact of the project.  During the data processing data, documentations, results achieved and perceptions of key informants have been triangulated and evidences have been discussed with the project team to complete the analysis.

Evaluation of the Red Cross EU Office’s Members’ ECHO Coordination Process

The purpose of this evaluation study was to assess how the ECHO coordination process has affected the Red Cross EU Office’s Members joint approach towards DG ECHO. The evaluation focused on conducting an analysis to provide EUNSs and IFRC with knowledge and evidence on how Red Cross (EUNSs and IFRC) could further develop their strategic partnership to DG ECHO.



The evaluation was planned to capture effectively lessons learnt and provide information on the effect, the achievements and the existing gaps in the coordination procedures and tools. The overall purpose was to learn how to improve the effectiveness of what EUNSs and IFRC do and the tools they use.

In addition, the evaluation took into consideration the important aspect of the alignment between Red Cross priorities, expertise and geographical presence with DG ECHO set of annual priorities guiding the allocation of funding to DG ECHO partners.

The evaluation ensured both a geographical and sectoral coverage, considering the specific areas of intervention of the 14 members of the EU Coordination Office.

The Evaluation exercise was conducted following four main research areas:

  • To explore if whether and how the implementation of Red Cross internal ECHO coordination procedures and tools has affected the funding allocated by ECHO to EUNSs and IFRC.
  • To explore how the Red Cross priorities and expertise in terms of type of crisis and sectors align with DG ECHO priority sectors, geographical focus, type of crisis and areas of intervention.
  • To identify if the coordination process put in place has helped shaping the strategic relationship between ECHO and Red Cross partners.
  • To analyse if the coordination procedures and tools have enhanced the collaboration between Red Cross EU Office members (EUNS and IFRC).

UR-Beira: strengthening of emergency medical services in the City of Beira

UR-Beira: strengthening of emergency medical services in the City of Beira is a project funded by the Italian Agency for Development Cooperation (AICS) in Mozambique and coordinated by Veneto Region, aimed at strengthening the emergency health services managed by local authorities in the district of Beira, with a particular focus on obstetric and paediatric emergencies.



PuntoSud was assigned the independent external – mid-term and final – evaluation of the three-year project UR-Beira: strengthening of emergency medical services in the City of Beira (AID 012314/02/6), funded by AICS and coordinated by Veneto Region. The project is implemented in Mozambique and involves – as partners – Medici con l’Africa CUAMM, University Ca’ Foscari, Pia Opera Croce Verde di Padova, Central Hospital of Beira, Serviço de Emergência Médica de Moçambique (SEMMO) e Serviço Distrital de Saúde, Mulher e Acção Social da cidade da Beira (SDSMAS).

The project started on 1st February 2022 and is aimed at aimed at strengthening the emergency health services managed by local authorities in the district of Beira, with a particular focus on obstetric and paediatric emergencies.

The evaluation exercise will be carried out thanks to the involvement of the largest number of stakeholders, with the aim to ensure the quality and the usefulness for the contracting authority (and the project partners) of the reports that will be drafted and submitted.

In particular, the assignment includes the elaboration and the submission of:

  • inception report, within 45 days from the conclusion of the contract. The document describes the methodology that will be followed during the implementation of the evaluation exercise, as well as the evaluation team and the workplan.
  • Mid-term and final evaluation reports, respectively within 30th September 2023 and 31st December 2024. In both cases, the document shall be composed of an executive summary and of the detailed description of the evaluation carried out.

The evaluation reports will be drafted in line with the OECD/DAC evaluation criteria, as encompassed and applied by AICS, as per DGCS guide for the impact evaluation of development cooperation projects (November 2020).

Surgical and trauma health response in Sierra Leone


Surgical and trauma health response in Sierra Leone

EMERGENCY is working in Sierra Leone since 2001 with a Surgical Centre designed for war victims, then extended to the care of orthopaedic patients and all surgical emergencies.



In order to better fulfil the gaps identified in the health sector, EMERGENCY aimed at increasing trained staff at district level in general surgery, trauma stabilization and safety referral. Shortage of qualified professional health staff and weak capacities in training institutions are identified as key challenging in the health sector in Sierra Leone.

Therefore, thanks to the EU Delegation to Sierra Leone contribution, the project ‘Strengthening surgical and trauma health response in two most affected areas by Ebola in Sierra Leone: Port Loko and Western Area’ started in 2015 with the overall objective to contribute to the surgical and trauma health response in affected Ebola areas: Port Loko district (Lokomasama), Kissy (Waterloo Refuge Camp) and Goderich.

For this reason the activities implemented aimed at increasing access to surgical – trauma services in Port Loko, Kissy and Goderich and at guarantee capacity building for national medical staff and CHWs.

In fact, a core point of the intervention is strong inclusive factor together with a double approach: addressing the immediate needs, while keeping considering longer term needs and issues a joint emergency and development approach.

Our main activities

Finalisation of the objective of the research

  • Preliminary contact with EMERGENCY staff in charge of project management;
  • Analysis of all available documentation on the project and the actors concerned; analysis of existing strategic materials; analysis of the action alignment to the EU principles and strategic priorities;
  • Preliminary identification of the relevant stakeholders/key informants in the projects;
  • Action appraisals and elaboration of theory of change (includes Project problem and logframe analysis);
  • Finalisation of field inquiry (finalisation of assessment matrix, deviation from plan matrix and other tools), collecting materials and workplan.
  • Field Inquiry: data collection and analysisDeviations from plan analysis, Stakeholder analysis (limited to the identification of main links among all the organisations involved and their capacity to expand benefits and optimise resources) ;

Promoting a culture of peace and non violence


Promoting a culture of peace and non violence

The EMERGENCY project proposal aims to contribute to the creation of a peaceful and inclusive society that respects human rights and diversities among different populations, promoting a culture of peace and non-violence with the active involvement of citizens throughout Italy.



The project includes: preliminary research and data processing, quality training courses, information and awareness for young people aged 11-25, teachers, operators, volunteers and citizens on the themes of war, migration, multiculturalism and social inclusion. At the end of the project, young people will be those who will carry forward innovative ideas and proposals to promote a culture of peace and non-violence by presenting new ways of informing and sensitizing citizens to the authorities and experts in the profit and non-profit sector, both at local and global level.

Our main activities

In line with the indications of the Agenzia Italiana per la Cooperazione allo Sviluppo (AICS), which requires an external and independent evaluation that will allow us to analyse the results obtained, the quality of the interventions carried out.
Therefore, the objective of the punto.sud contribution is presented is to contribute to understanding the real effectiveness of the ongoing project model, which is able to provide useful indications for the continuation of the project, facilitating the definition of in-depth work hypotheses (operational and strategic) in relation to the main theme of the intervention

The evaluation exercise to be performed will be supported by the following activities:

  • Critical analysis of the work
  • A specific in-depth analysis carried out through the administration of questionnaires and the organization of work groups aimed at understanding the outcome of the main activities planned (graphic novels, kits for teachers, actions aimed at university students)
  • The organization of feedback meetings
  • The preparation of a final report.

Health and Nutrition for Mayo’s Vulnerable Population

The EMERGENCY project has its action hub in the Paediatric Centre in Mayo area where EMERGENCY not only offers free and qualified paediatric assistance, but it also provides women with Antenatal Care and promotes a preventive approach to child and maternal healthcare through health education sessions.



The EMERGENCY project aims at contributing to the improvement of the quality of life of marginalised populations in Mayo by ensuring access to free and quality healthcare services (curative and preventive medicine) to children under 14 and by increasing community participation and awareness of the population with regards to health and nutrition issues.
The overall objective of the project is to contribute in reducing maternal, neonatal and child morbidity and mortality, through free of charge, high quality health services, community participation and ownership.

Therefore, the project facilitated strong partnerships among civil society organizations (CSO and CBO) and local authorities working in the area.
Since 2011, PuntoSud developed a strong collaboration with EMERGENCY and it provided specific and dedicated services for two projects implemented in Sudan since 2011 to 2019.

During the implementation of the two projects, particular attention has been put on the following aspects:

  • Analysis of the project management, work plan and project’s outputs results;
  • Stakeholder analysis and deviations to plan analyses;
  • Qualitative survey on stakeholders and beneficiaries perception concerning project outcomes;
  • Information concerning relevance, efficiency, effectiveness, sustainability and impact of the project.

Support to the Italian Civil Protection for the management of the Tsunami Disaster Program


Sri Lanka: Helpdesk for the DPC Tsunami Disaster Program

The General Programme in Sri Lanka aimed to respond to the 26 of December 2004 Tsunami, up to the achievements of reconstruction, assistance of local social and economic recovery.



The Tsunami Disaster Program started just after the 2004 Tsunami, when the Department of Italian Civil Protection (DPC) began its intervention of first emergency aid in favour of the Tsunami victims. Based on the reaction of Italian citizens (who have donated over time, € 53,368,711.81) the DPC was in charge for the management of the funds, by working directly and in collaboration with several implementing bodies.

More specifically, the programme consisted of 56 projects, 34 of which subject to agreements with NGOs, 8 with other bodies and organizations, and 14 implemented directly by the Italian Civil Protection Department.

In order to ensure a strong and accountable programme management, different external bodies were created, among which the Monitoring Committee, where PuntoSud was included to ensure the development of procedures, the training of humanitarian operators and to support the audit of the financed projects.

PuntoSud operated from September 2005 until the end of the overall final assessment of the entire operation in Sri Lanka, in 2010.

PuntoSud encouraged the DPC to standardise its own procedures in line with the best practices in use within the European Commission, thus taking on board the DG ECHO Framework Partnership Agreement set of norms and provisions. PuntoSud has therefore assured the DPC the consulting and technical support necessary for the evaluation of the management procedures, the elaboration of project documents for the training of personnel engaged in the management of the Programme and for the final validation of the financial reports produced by the implementing partners.

Doing that, it became over time the focal point for the monitoring, control and administrative closure of the overall program in Sri Lanka. Within this context, PuntoSud has been working to make sure that the correct and regular development of reports and request of amendments were in line with the overall programme objectives and provisions.

An important element of the PuntoSud work was the participation to the “Auditing Group” of the final reports presented by the implementing agencies. Moreover it developed an ad-hoc DPC website dedicated to the reporting of the activities in Sri Lanka, including all the documentation produced by the programme. The PuntoSud activities also resulted in the organisation and the archiving of all the administrative documents relating to the programme.

The PuntoSud main helpdesk activities can be summarized as follows:

  • 24 hours on-line support;
  • Elaboration of the DPC standard procedural package;
  • Training (in Italy and Sri Lanka) for the correct management of DPC funded operations;
  • Technical support to DPC staff in Italy and Sri Lanka;
  • Support ensured to the “Group of Auditors” in charge to ensure accountability on the use of funds;
  • Monitoring of all projects;
  • Development of e-tools;
  • Consolidation of the “post-tsunami” DPC dedicated website;
  • Contribution to the publication of the Final Activity Report, the “Final Report Emergency Tsunami Sri Lanka“.

Within the framework of the PuntoSud helpdesk for the Tsunami Disaster Program, four PuntoSud Team members were conferred, in 2008, the “benemerenza” at the presence of the President of the Italian Republic.

Enhancing the impact and effectiveness of civil society in Swaziland, through the increase of Civil Society Organisations’ advocacy and communication effectiveness and of their capacities and skills in accessing and managing resources.



The project Fostering Communication and Cooperation among Non State Actors (NSAs) for the benefit of Swazi civil society aims at enhancing the impact and effectiveness of civil society in Swaziland, through the increase of Civil Society Organisations’ (CSOs) advocacy and communication effectiveness and of their capacities and skills in accessing and managing resources.

The project is implemented by punto.sud and the Italian NGO Cooperazione per lo Sviluppo dei Paesi Emergenti (COSPE), in close collaboration with the CSOs in Swaziland. With an overall amount of 1,1 M €, the project is co-funded by the European Commission – Directorate General EuropeAid. It started in August 2013 for a duration of 42 months.

The strategy of the action has been articulated around three results:

  1. Swazi NSAs have access to quality information and are included in coordination/info sharing mechanisms;
  2. Improved NSAs ability and increased opportunities to coordinate, negotiate and advocate with different stakeholders (Government of Swaziland, Local Authorities, EU, etc.);
  3. Access to key information for capacity building and procedural alignment to EC/main donors standards and regulations is ensured to Swazi NSA (on project planning, project management and organizational accountability.

The project seeks to improve cooperation, participation and collaboration of CSOs in development processes in Swaziland and harness common priorities in order to strengthen and better coordinate advocacy efforts by CSOs. It also aims at improving communication systems, networking and information flow between CSOs and networks and at building their capacities, through trainings that offers practical tools for more effective participation in development processes.

It is envisaged that at the end of the project the following results would have been achieved:

  • A vibrant civil society with sound institutions with systems in place that are able to tap into available opportunities at international and regional levels;
  • Strengthened advocacy efforts within CSOs;
  • Improved networking and communication flow;
  • Enhanced organisational systems and governance structures;
  • Improved ability to manage projects and better access to funding opportunities.

In the frame of a co-ordinated strategy, PuntoSud is in charge of the component n.3, and of the following activities:

  • Design and delivery a comprehensive learning programme: a package of capacity development activities have been designed including class frontal training, helpdesk, tutoring & mentoring activities, distance learning, to address key and non-key staff of CSOs.
  • Establish the Monitoring and Evaluation Association of Swaziland (MEAS) and favour its positioning in the Country and in the Region, with the aim to develop capacities on monitoring and evaluation and contribute to create the culture of transparency and accountability through data and evidence.
  • Development of a web-platform, delivery of distance training courses and provision of a helpdesk service for projects screening and day-to-day support.

Result Based Financing, a change driver for pediatric services

The project aims at contributing to strengthening the health system of Northern Uganda, promoting innovative instruments for the effective management of maternal, child and pediatric health services for the population of the Acholi region.



The project ‘Result Based Financing, un motore di cambiamento per i servizi pediatrici” implemented by Fondazione Corti aims to contribute to strengthening the health system of Northern Uganda, promoting innovative instruments for the effective management of maternal, child and pediatric health services for the population of the Acholi region.

Therefore the specific objectives identified are:

  1. Ensuring better access to effective medical care to the most vulnerable population groups in Northern Uganda, focusing in particular on child health as a driver for local development
  2. Improve the quality and effectiveness of pediatric health services and increase the empowerment of healthcare personnel, thanks to adherence to quality standards and monitoring of performance in the management of services
  3. Promote innovative models of health management in development settings, able to improve the quality, effectiveness and sustainability of health services.

In order to achieve these objectives, the following results should be reached:

  1. Provide effective and quality medical care to children in the districts of Gulu, Amuru and Agago who need hospitalization in the pediatric departments of Lacor Hospital and Kalongo Hospital
  2. Increased the quality of service in the pediatric departments of the two hospitals and enhanced the skills, motivation and sense of belonging of the health staff, through the introduction of specific quality standards and a Result Based Financing mechanism
  3. Validated and promoted the Result Based Financing model as an on-the-job training tool and as an engine to improve access to health care and quality of health services in contexts of high health, social and economic vulnerability.

Main activities

The purpose of the contract is to define the study of the management model introduced, in order to produce evidence in terms of value added in the quality and economic sustainability of the services provided.The proposed model, in fact, proposes the activation of virtuous mechanisms linked to the introduction of a lever(Result Based Financing) not only modifies the donor-implementer ratio (increasing theresponsibility of the latter) but launches internal processes (commitment, behavior) more orientedefficient use of resources based on the number of people cared for and quality of service.
To meet these objectives, the external evaluating body will therefore have to guarantee:

  • Support to project partners for the completion of a project “theory of change”, with the aim of highlighting and agreeing the individual priority processes of change (mechanisms).
  • The development of a monitoring system, able to systematically detect specific information related to the measurement of these mechanisms.
  • The implementation of two independent evaluation exercises (including the creation of two written reports):
    • One in the first year with the aim of testing the validity of the monitoring system during the initial implementation phase and, if necessary, identifying any corrective and / or integrative forms; •
    • One in the final phase with the aim of evaluating the efficiency of the implementation system adopted and the implementation of the model (actual implementation, impacts, sustainability, lessons learned, possible scalability).
