ECG – NO ALLA GUERRA

The EMERGENCY project proposal aims to contribute to the creation of a peaceful and inclusive society that respects human rights and diversities among different populations, promoting a culture of peace and non-violence with the active involvement of citizens throughout Italy.



The project includes: preliminary research and data processing, quality training courses, information and awareness for young people aged 11-25, teachers, operators, volunteers and citizens on the themes of war, migration, multiculturalism and social inclusion. At the end of the project, young people will be those who will carry forward innovative ideas and proposals to promote a culture of peace and non-violence by presenting new ways of informing and sensitizing citizens to the authorities and experts in the profit and non-profit sector, both at local and global level.

Our main activities

In line with the indications of the Agenzia Italiana per la Cooperazione allo Sviluppo (AICS), which requires an external and independent evaluation that will allow us to analyse the results obtained, the quality of the interventions carried out.
Therefore, the objective of the punto.sud contribution is presented is to contribute to understanding the real effectiveness of the ongoing project model, which is able to provide useful indications for the continuation of the project, facilitating the definition of in-depth work hypotheses (operational and strategic) in relation to the main theme of the intervention

The evaluation exercise to be performed will be supported by the following activities:

  • Critical analysis of the work
  • A specific in-depth analysis carried out through the administration of questionnaires and the organization of work groups aimed at understanding the outcome of the main activities planned (graphic novels, kits for teachers, actions aimed at university students)
  • The organization of feedback meetings
  • The preparation of a final report.

Helpdesk Platform and Support to NSA/LA in Development Sector

Over a period of two years, the project sought to improve access to information, methods and best practices on EuropeAid grant contractual obligations to Non-State Actors and Local Authorities in NMS, thereby helping them to strengthen and broaden their international cooperation capacity.



In January 2009, the European Commission – DG EuropeAid funded-project entitled Helpdesk platform and support to New Member State (NMS) Non State Actors/Local Authorities in the Development Sector was launched by PuntoSud together with its four implementing partners (FoRS – Czech Forum for Development Co-operation from Czech Republic, AID 24 – Hungarian Baptist Aid from Hungary, Apel Service from Romania and People in Peril Association from Slovakia) and two Associates (Caritas Polska from Poland and Support to Life from Turkey).

Over a period of two years, the project sought to improve access to information, methods and best practices on EuropeAid grant contractual obligations to Non-State Actors and Local Authorities in NMS, thereby helping them to strengthen and broaden their international cooperation capacity. At the core of this effort were three main activities, or tools: a helpdesk, a website and a series of training sessions. These tools could provide needed support for organizations in Eastern Europe, as well as in other countries, working with DG EuropeAid.

Indeed, a preliminary needs analysis carried out by PuntoSud revealed that organizations throughout the EU – including, but not limited to, NMS – need assistance in planning and managing EC, and more specifically, EuropeAid projects.

In an attempt to address the needs and tackle the difficulties facing organizations throughout the EU, with a focus on NMS, the project designed the three tools for support and capacity building mentioned above. These tools are meant to be complementary and act as synergetic elements of a broader effort, as expressed in the specific objective: “Access to information, methods and best practices on AIDCO programmes contractual obligations guaranteed to New Member States NSA/AL wishing to strengthen and enlarge their cooperation.”

Each of the tools contributes to the project’s objective in its own way, providing for the different needs of users. The helpdesk offers day-to-day support to all organizations working with EuropeAid, both at headquarters and field level, by replying to queries on administrative, legal, financial and procedural aspects of preparing and managing EuropeAid-financed actions.
Secondly, the website contains information on upcoming trainings, downloadable documents, access to the manual “Il Trenino” and information related to all stages of the project cycle. Lastly, the training sessions are aimed at capacity building mainly in NMS, with a focus on EuropeAid funding modalities and project management.

Project main results
Two components formed the project development plan.
The first and main component included the establishment of the Helpdesk-platform and the running of the networking activities. Its main outcomes can be summarised as follows:

  • A dedicated helpdesk website devoted to facilitate the planning and management of AIDCO projects established for the entire life time of the project and after.
  • An helpdesk service created to support NMS organisations/platforms with a working team daily available to answer to questions, requests for models or advice to better deal with the design/management of EC funded development projects.
  • A comprehensive manual on administrative and contractual obligations of EC funded development projects (the Trenino– last updating September 2011) produced and shared among all interested organisations, decreasing the risk of misunderstanding of rules and procedures.

The second component guaranteed a specific capacity building action envisaged for the staff of NMS organisations. Its outcomes are the following:

  • 9 training sessions delivered in partners countries and in Italy;
  • 12 specific projects run by NMS organisations screened, supported and monitored (hands-on);
  • Helpdesk platform and networking.

Main project activities
Component – Helpdesk

  • Design, preparation and tool development for the website specialised in AIDCO-programme support;
  • Establishment of a permanent PuntoSud team for delivering the day to day support to target organisations;
  • Preparation and distribution of the “Trenino” guidelines for AIDCO programmes;
  • Launch and promotion of the website & helpdesk services.

Component – Capacity building

  • Organisation and delivery of 9 training/workshops for NMS organisations;
  • Hands-on delivery to 12 projects submitted/implemented/concluded by NMS organisations.

Sri Lanka: Helpdesk for the DPC Tsunami Disaster Program

The General Programme in Sri Lanka aimed to respond to the 26 of December 2004 Tsunami, up to the achievements of reconstruction, assistance of local social and economic recovery.



The Tsunami Disaster Program started just after the 2004 Tsunami, when the Department of Italian Civil Protection (DPC) began its intervention of first emergency aid in favour of the Tsunami victims. Based on the reaction of Italian citizens (who have donated over time, € 53,368,711.81) the DPC was in charge for the management of the funds, by working directly and in collaboration with several implementing bodies.

More specifically, the programme consisted of 56 projects, 34 of which subject to agreements with NGOs, 8 with other bodies and organizations, and 14 implemented directly by the Italian Civil Protection Department.

In order to ensure a strong and accountable programme management, different external bodies were created, among which the Monitoring Committee, where PuntoSud was included to ensure the development of procedures, the training of humanitarian operators and to support the audit of the financed projects.

PuntoSud operated from September 2005 until the end of the overall final assessment of the entire operation in Sri Lanka, in 2010.

PuntoSud encouraged the DPC to standardise its own procedures in line with the best practices in use within the European Commission, thus taking on board the DG ECHO Framework Partnership Agreement set of norms and provisions. PuntoSud has therefore assured the DPC the consulting and technical support necessary for the evaluation of the management procedures, the elaboration of project documents for the training of personnel engaged in the management of the Programme and for the final validation of the financial reports produced by the implementing partners.

Doing that, it became over time the focal point for the monitoring, control and administrative closure of the overall program in Sri Lanka. Within this context, PuntoSud has been working to make sure that the correct and regular development of reports and request of amendments were in line with the overall programme objectives and provisions.

An important element of the PuntoSud work was the participation to the “Auditing Group” of the final reports presented by the implementing agencies. Moreover it developed an ad-hoc DPC website dedicated to the reporting of the activities in Sri Lanka, including all the documentation produced by the programme. The PuntoSud activities also resulted in the organisation and the archiving of all the administrative documents relating to the programme.

The PuntoSud main helpdesk activities can be summarized as follows:

  • 24 hours on-line support;
  • Elaboration of the DPC standard procedural package;
  • Training (in Italy and Sri Lanka) for the correct management of DPC funded operations;
  • Technical support to DPC staff in Italy and Sri Lanka;
  • Support ensured to the “Group of Auditors” in charge to ensure accountability on the use of funds;
  • Monitoring of all projects;
  • Development of e-tools;
  • Consolidation of the “post-tsunami” DPC dedicated website;
  • Contribution to the publication of the Final Activity Report, the “Final Report Emergency Tsunami Sri Lanka“.

Within the framework of the PuntoSud helpdesk for the Tsunami Disaster Program, four PuntoSud Team members were conferred, in 2008, the “benemerenza” at the presence of the President of the Italian Republic.

Snapshots From the Borders

Snapshots From the Borders is a 3-year project aims at strengthen a new active network among cities directly facing migration flows at EU borders, as a way to promote more effective policy coherence at all levels.



Snapshots From the Borders is a 3-year project co-funded by the European Union (EuropeAid DEAR budget line), run by 35 partners, border Local Authorities and Civil Society Organisations. The project, coordinated by the Municipality of Lampedusa and Linosa, aims to improve critical understanding of European, national and local decision makers and of public opinion about global interdependencies determining migration flows towards European borders, in the perspective of reaching SDG targets, especially SDG 1, 5, 10, 11 and 16.

Specifically, the project intends to strengthen a new horizontal, active network among cities directly facing migration flows at EU borders, as a way to promote more effective policy coherence at all levels (European, national, local).

In the frame of the project, the No more bricks in the wall campaign has been developed both at local (town level), national (member state level) and EU level (Brussels and EU institutions), composed of materials, social media action, concerts and festivals, exhibitions. The campaign is coordinated by AMREF and aims to inform European citizens that migration is a complex and multidimensional phenomenon and a political issue which needs efforts and concrete actions taken by people and organizations/networks at all levels of society.

A better understanding by Europeans of migration as a development issue paired with engagement fosters global citizenship and builds strong bonds of solidarity. Borders’ direct perspectives and engagement are an added value for raising awareness, sharing knowledge, encouraging participation and showing citizens that they have an important role to play. By bringing voices and effective solutions from the borders where migration is lived directly, people will be more informed and aware of the determinants and actions and they will become protagonists in calling for a fair world. Messages reaching the EU public through media present migration as an emergency problem with negative impact oversimplifying causes and determinants. Once people are aware of the dimension, implication, causes and solutions, they will seek a change of attitude in terms of support for civil society.

At the end, the ultimate scope of the campaign is: to attract citizens in Border Territories and all around Europe both already keen to solidarity towards migrants.

ERRE2 is a 3-year project co-funded by Impresa Sociale Con I Bambini, run by 23 partners acting in the Bergamo Province (Lombardy region), leaded by Opera Diocesana Patronato San Vincenzo.

It is based on the assumption that although high level of welfare, educational poverty remain an issue in the area. Despite a high presence of different education offers, youth often perceive these as inaccessible with a negative impact on their personal education especially them residing in disadvantaged areas. ERRE2 involves some suburbs of Bergamo city where educational poverty is more present and focuses on doing to motivate youngsters who have experienced school failure.

The main objective is to establish and activate a network to create a favourable environment for youngsters, enabling them to experiment different and innovative/educational opportunity, and positive/stimulating models of educational relationship. ERRE2 works on common space rehabilitation, families’ support and involvement, school role reinforcement, cognitive/non-cognitive skills’ strengthening. Youth is directly involved in the design and implementation of educational/cultural activities inside/outside the school. The school is promoted as a central hub for youth and community’s educational/cultural life supported by the territorial network. PuntoSud involvement in ERRE2 is mainly dedicated to assure the project implementers with an impact study.

The exercise is organized in 3 moments: initial, at the project end, and two years after the conclusion of the activities.

The evaluation system focuses particularly on the network “model” implemented and how this model effectively supports the target group identified (pre-adolescents and adolescents). Within this framework, the evaluation investigates also the expected positive interaction among Public administrations, civil society and the private sector. The impact assessment uses a theory based approach with a longitudinal statistical-descriptive study.

Educational inclusion of vulnerable students in the city of Genoa


Educational inclusion of vulnerable students in the city of Genoa

Dimensione L’UDA is a 3-year project, co-founded by Impresa Sociale Con I Bambini, leaded by Coop. Soc. Il Ce.Sto. It pursues the scholastic inclusion of vulnerable students from the disadvantaged areas of Genova metropolitan city through Learning Teaching Units – UDA, implemented by the project to impact on pupils’ knowledge and competence. Within the project, PuntoSud promotes an impact study.



Dimensione L’UDA is a 3-year project, co-funded by Impresa Sociale Con I Bambini, run by 12 partners acting in the Genova area, leaded by Cooperativa Sociale Il Ce.Sto. It pursues the scholastic inclusion of vulnerable students in particularly from the disadvantaged areas of Genova metropolitan city.

It is based on the fundamental postulate that inclusion is facilitated by the increase of knowledge and competence levels of the students in the transition between the 1st and 2nd scholastic cycle (pre-adolescents). To this end it provides for the definition and administration of a batch of Learning Teaching Units – UDA elaborated by a Scientific Committee, consistent with schools’ program, equipped with cutting-edge technology and tools, contextualised in the territory of reference.

A plausible perspective of continuity and sustainability of the project is promoted through specific trainings of teachers and other actors of the educating community and the opening of the area to the public.

PuntoSud is mainly dedicated to assure the project implementers with an impact study. The exercise is organized in 3 moments: initial, at the project end, and 2 years after the activities’ conclusion. The evaluation system focuses on the UDA and in detecting pupils’ interest and confidence increase vs the school, the maintenance of mechanisms activated at intervention end by schools and the conditions in respect of which pupils’ enrolment to the secondary school are facilitated also thanks to project activities’ promotion.

PuntoSud is engaged to develop tools for the detection of results in order to ensure a system for collecting the priority information (output and outcome quantitative data collection).

A complementary work of collecting qualitative information related to project implementation is promoted (deviation from the plan, criticality, strengths, opportunities). PuntoSud contributed in supporting the project leader in the finalization of the monitoring system.

The project Milano in Cartoline – Imagining the city of the future aims to build a decision-making, participatory and democratic process with the citizens of 3 neighbourhoods in Milan (Ponte Lambro – Molise Calvairate Ponti – Gratosoglio), to plan with them the sustainable future of their territory, to build social cohesion and responding to climate change.



With the aim to building a participatory and democratic decision process with the citizens of the 3 project districts, to plan with them the sustainable future of their territories, in response to climate change and to build cohesion social, the 3 partner organizations carried out workshops with the citizens. During these moments, the inhabitants were invited to reflect about the specific needs of their neighborhood and the various realities that coexist there, about the human, material, energy and cultural resources, creating a specific local vision of sustainability through a participatory and democratic design process.

Each action therefore pursued the following objectives, in line with the objectives of the project:

  • Discussing issues related to environmental sustainability with the participants, in order to increase their knowledge about the conditions of the earth and letting them aware of the international objectives for its protection;
  • Promoting daily eco-sustainable behaviors, identified on the basis of specific needs identified personally;
  • Identifying strategies, tools and solutions to improve neighborhoods and cities environmentally;
  • Raising awareness on a larger scale.

Migration, diaspora and economic development in Senegal


Project to counter the illegal migration through the support to the private sector and the job creation in Senegal

PASPED is a 21-month project financed by AICS Dakar as part of the overall programme PLASEPRI/PASPED and aims at fostering the socio-economic development in Senegal by capitalising the Senegalese diaspora between Europe and Italy. 70 business ideas, promoted by Senegalese citizens living in Italy (and/or Europe), will selected and supported to outline fully-fledged business plans.



PASPED (Projet de contraste à la migration irrégulière à travers l’appui au Secteur Privé et à la création d’emplois au Sénégal) is a 21-month project financed by AICS Dakar as part of the overall programme PLASEPRI/PASPED and aims at fostering the socio-economic development in Senegal by capitalising the Senegalese diaspora between Europe and Italy.

The project idea stems from the collaboration and the exchanges with the Senegalese diaspora in Italy and from the shared objective to promote the business ideas of Senegalese citizens to be realised in their home country, as well as to strengthen the interconnections between Italy and Senegal and to support the circular migration.

Within this framework, PASPED aims at increasing the knowledge of the Senegalese citizens in Italy on the PLASEPRI/PASPED support measures and at improving their access to the opportunities available, thanks to the widespread network of info points in synergy with the consulates of Milan and Naples.

In particular, 70 business ideas will be selected and their promoters supported – thanks to training & coaching, in developing fully-fledged business plans, which will be submitted to AICS Dakar, which may award (to at least 50 of them) a financial contribution.

It is expected that, thanks to the project:

  • 70 business ideas are selected to be developed through a fully-fledged package of support, to be realised in Senegal
  • 13 socio-economic operators are selected among the Senegalese diaspora to support the development of business ideas
  • At least 42000 people from the Senegalese diaspora are informed on the opportunities available to develop business in their home country

NOPLANETB is a program designed to promote the spread of sustainable lifestyles through the financial support of the best communication, awareness and advocacy initiatives aimed at fighting climate change and promoted by small and medium-sized civil society organizations, which benefit from a path of capacity building to enhance their skills and consolidate and / or expand their network.



NOPLANETB is an advocacy and campaigning project, co-financed by the European Union as part of the Development Education and Awareness Raising (DEAR) Program, which aims to support and encourage the involvement, participation and commitment of citizens on the issue of environmental sustainability, in relation to global development. The project aims to create a conducive environment around the concept that “there is no PLANET B”, in which small and medium-sized civil society organizations carry out effective actions within a shared common framework, aimed at increasing the effectiveness and relevance of the intervention, favouring the creation and consolidation of networks, at national and international level.
Small and medium-sized civil society organizations represent the main target of the project, as they can play a fundamental role in promoting a change in people’s habits and behaviours to spread more sustainable lifestyles at local level. The small actions, which insist on a territory, are in fact able to produce benefits for their community and to put pressure on the higher levels of governance to institutionalize good practices and propose innovative solutions, with a bottom-up approach. Civil society organizations are therefore able to connect and liaise with the different components of civil society, in the perspective of a real transition towards more sustainable lifestyles.

The project aims at impacting on three different levels:

The third parties (around 90 CSOs) represent the direct target group of this project. The project identifies three different incentives: funds, knowledge and contacts. Therefore, the project is built around three main components:

  • Local level: civil society organizations have carried out small actions involving citizens and local communities, in collaboration with local institutions, with the aim of changing citizens and decision-makers’ behaviours;
  • National level: collaboration is activated between the civil society organizations involved and other key stakeholders within their own country;
  • At pan-European level: civil society organizations in collaboration with NOPLANETB partners have intervened at the European level with coordinated actions and with a coherent approach in the six countries of the network.

In order to produce this impact, NOPLANETB has identified three main components:

    • Financial support: a regranting model aimed at civil society organizations of the 6 European countries of the network, for the implementation of effective projects that contribute to the shared project priorities.
    • Development of skills / knowledge sharing: a path to accompany the organizations benefiting from financial support with the aim of strengthening their thematic and managerial skills during the design, development and implementation of their projects.
    • Strengthening networking opportunities: building a network that enhances social capital, identifies areas of collaboration, detects new ideas and optimizes costs. Contacts and experience sharing are key factors to create multiplier effects and maximize the impact of the proposed actions.

Our activities

    • Financial support for selected small and medium-sized civil society organizations in the six partner countries;
    • Set up of a helpdesk to support the selected CSOs in their projects’ design and management;
    • Definition and delivery of a capacity building program;
    • Creation of the communication strategy of the project, linked to the development and dissemination of its brand;
    • Organization of meetings and events, including the final conference, with the involvement of local authorities to identify possible synergies.

Fight against energy poverty: evaluation of the Doniamo Energia Calls


Doniamo Energia call for proposals

Through the evaluation of the Calls for Proposals Doniamo Energia, promoted by Fondazione Cariplo and Banco dell’energia, we contribute to the development of intervention models finalised at avoiding that disadvantaged families in the Lombardy descend into structural poverty. We do this by focusing on promoting skills and territorial networks.



Poor education, food and energy: these are three dimensions of poverty that the Fondazione Cariplo undertakes to fight together with institutions, non-profit organizations and companies, according to a model based on the three pillars: public, private and social.

The “Doniamo Energia” programme, promoted in collaboration by Fondazione Cariplo and Banco dell’energia, is one of the initiatives to combat poverty. The Banco Energia Onlus is a non-profit organization, promoted by A2A and the Foundations AEM and ASM, founded in 2016 with the aim of raising funds to support people and families belonging to weak social groups at risk of poverty.

The meeting between Fondazione Cariplo and Banco dell’energia made it possible to combine resources and skills to support people in economic fragility with paths of support and “re-start” at 360 °, first of all through the distribution of basic necessities or the payment of urgent expenses such as the bills of any energy operator, and then think of routes to take charge and reactivation, which provide for forms of work and social reintegration and to rethink resources for the community, with a view to generative welfare.

The “Doniamo Energia” program, now in its third edition, is promoted in collaboration with the Cariplo Foundation and Banco Energy, and is one of the initiatives to combat poverty in Italy. Over the course of the various editions, 38 consortia took part made up of non-profit organizations and local authorities who jointly presented multiple projects financed by the call.

Our activities
The involvement of PuntoSud is divided as follows:

  • The accompaniment to the implementing organisations aimed at facilitating the development of project ideas and the implementation of projects through a feasible and effective monitoring plan. With reference to this work plan, the following actions are inserted:
    • Helpdesk support and follow-up in progress, aimed at ensuring data collection and overcoming any operational difficulties of these activities.
  • The implementation of a system of monitoring and reporting of the progress of the program, able to systematically detect the progress of the project activities and to produce the information necessary for the periodic and overall control of the projects. In this context, sud was engagedto develop the format for the detection of results in order to ensure the project (and the program) a system for collecting the priority information in order to allow a collection of quantitative data of output and outcome. Together with this action, a complementary work of collecting qualitative information related to the implementation of the projects (deviation from the plan, criticality, elements of strength and opportunities) is also required.
  • Critical evaluation of the programme for donors, with the aim of highlighting and communicating to the representatives of the Cariplo Foundation, A2A Spa and the Banco dell’Energia Onlus, the progress of the program and the development of an overall evaluation experience.
