Empowering Urban Youth For Climate Action
FoodWave is a European project involving 16 countries and a network of 28 partners. FoodWave aims to create a new alliance between institutions, civil society and young people for an inclusive and sustainable future for cities, focusing on the importance of sustainable food systems at the urban level and the adoption of responsible practices and lifestyles by youth for climate change mitigation.
The “Food Wave” project aims to increase the knowledge, awareness and engagement of young people between the ages of 15 and 35 on sustainable food consumption and production practices for the mitigation and adaptation to climate change.
The project involves the development of activities to raise awareness and involve public opinion through: the co-creation of information materials for the implementation of information and mobilization campaigns, actions to engage young people online and offline, training courses aimed at young activists, activities aimed at young people from peripheral urban neighbourhoods, micro-financing for small youth associations and organisations, development of online and offline discussion platforms, youth exchanges between the northern and southern countries of the world, creation of food influencer networks , a pan-European campaign across digital channels, European Union Film Festivals, high-level events, collaboration with existing youth participation initiatives and visual art competitions.
Young people from 16 different European nations pledge to change their food consumption habits and actively promote the shift towards urban food systems that are ecological and inclusive, recognizing the effort of the European Union in mitigating the change climate and contributing to it.
Our Activities
The final independent external evaluation of the FoodWave initiative is aimed at analysing the quantity and quality of results to support the project evaluation to be carried out by the European Commission. The analysis focuses on the progress of the activities and the level of achievement of the expected results, without neglecting the description of obstacles and possible mitigation and adaptation measures, so as to provide the commissioning body and the partners of the initiative, suggestions aimed at improving the implementation of the project, considering also some management aspects. A work plan is implemented that focuses on the participation of the stakeholders involved by stimulating useful reflection for the development of possible future designs. The evaluation exercise is designed following the “theory-based” approach, integrating the critical reconstruction of the plan with some insights aimed at enriching the understanding of the most relevant practices that emerged; the proposed method follows the DAC evaluation criteria to which is added, given the specificity of the project, the criterion of “European added value.”
To carry out the evaluation activities, in addition to document analysis, information is collected through the following survey methods:
- Semi-structured interviews, in order to gather opinions, perceptions, information and data from partner organizations’ contact persons and key stakeholders, supplemented if necessary by group seminars/discussions in order to enhance group dynamics and related contributions;
- On-line questionnaires in order to involve the widest possible number of stakeholders to gather qualitative elements;
- Group seminars/discussions to gather “broad” and qualitative evaluative elements;
- Visits to some project countries and participation in project-sponsored events.

Fight against energy poverty: evaluation of the Doniamo Energia Calls
Through the evaluation of the Bandi Energia (Energy Call for Proposals), promoted by Fondazione Cariplo and Banco dell’Energia, we contribute to the development of intervention models finalised at avoiding that disadvantaged families in the Lombardy descend into structural poverty. We do this by focusing on promoting skills and territorial networks.
School and gender stereotypes: an innovative intervention model
With the Be.St. – Beyond Stereotypes project we promote the development of a systemic approach across primary schools in order to facilitate relationship building amongst children based on respect and the acknowledgement of diversity in order for future generations to become more aware of their potentials.
Capacity building and follow up services for the empowerment of the beneficiaries awarded through the call “Reazioni” promoted by Compagnia di San Paolo
As part of the “Reactions” call to action launched by the Compagnia di San Paolo, PuntoSud was contracted to accompany a capacity building and follow-up program for the empowerment of the beneficiaries of the grant and to provide them with support in the implementation and reporting of supported projects.
Compagnia di San Paolo, through the mission of protecting environment, activated a call to action aimed at supporting projects and actions with concrete effects in the field of environmental protection and the adoption of sustainable and conscious lifestyles, stimulating the citizen engagement on these issues. PuntoSud has been contracted to accompany candidate and selected CSOs through a capacity building and follow-up program to empower them and to support the implementation and reporting phase of the financed projects. PuntoSud technical assistance will focus on the following:
- Supporting the design and development of the call;
- Dissemination and promotion of this new funding (organisation of info session and helpdesk support);
- Preparation of documentation and reports relating to the various phases of the call to action;
- Collaboration in the implementation of the activities of selected projects in a coaching logic and with the aim of increasing their impact and consolidating and expanding their range of action in the territory;
- Supporting the beneficiaries in the phase of definition of metrics for monitoring and evaluating the results of the projects;
- Supporting project reporting activities and presentation of the documentation required by Compagnia di San Paolo.

Zero in conduct: in-formative actions driven by young people, teachers and citizens to reduce environmental impact
Aim of the project is to provide tools and new spaces of dialogue in order to help the actors of the formal and informal field activate themselves through educational and training activities to fight climate change, after deeply understanding its mechanisms. The project wants to develop the transversal skills, to increase the cognitive, socio-emotional and behavioural dimension of the youngsters’ learning in order to make them protagonists of the ecological transition, thus to support the “individual and collective change to create a more sustainable and just world”. The Action engages educational and local institutions, young people and citizens.
The project consists in three main components/results:
- Young People and teachers gain more tools to understand Climate Change:
- Local institutions and CSOs increase their knowledge and ability to activate citizens, addressing them towards the ecological transition;
- Citizens are encouraged to participate in the ecological transition and the fight against Climate Change.
The project will develop Peer Education and Changemaker territorial paths. Both of them will allow the acquisition and the strengthening of information linked to local/national/global programs and strategies for ecological transition and the reduction of the environmental impact, active participation and decision-making processes. The understanding of these issues will allow young people to take action themselves, encourage their peers to be the protagonists of the ecological transition and local urban regeneration.
Young people will be engaged through exchange experiences such as The Climate Training Camp and the Open Call to Action. The Open Call to Action will allow them to send their ideas to answer the local environmental challenge. A commission of judges from the Bcorp and Benefit field, institutions and professionals of sustainability will evaluate them.
Local administrations and CSOs will be trained not only on policies and opportunities linked to the ecological transition but also on tools and good practices for youth and citizen engagement for a real participation in the decision-making processes.
Further beneficiaries of the training, at national level, will be the Teachers, who will receive information and materials to strengthen their knowledge and methodologies.
The project foresees, as a third result, a National Communication Campaign and Exchange initiatives promoted by the beneficiaries to make the citizens active members of the fight against climate change. To meet this goal, we also want to develop a Re-Granting activity to allow a selection of CSOs to develop their own local initiatives of awareness, advocacy and mobilization. The final national Event will be a further opportunity of exchange and dissemination at the institutional level.

Mindchangers: Regions and youth for Planet and People
MINDCHANGERS is a European project involving institutions and associations from 6 European regions to discuss Agenda 2030, climate change and migration. Through calls for projects implemented by Local Authorities and CSOs and an innovative pan-European campaign, young people are involved through active citizenship actions and their engagement on global challenges and core values is strengthened.
Independent external evaluation – in itinere and final – of the MINDCHANGERS initiative aimed at analysing the quantity and quality of results, in order to facilitate the implementation of the project and support the evaluation of activities and results to be carried out by the European Commission.
The analysis requested focuses on the progress of the activities and the level of achievement of the expected results, without neglecting the description of obstacles and of the mitigation and adaptation measures adopted, in order to provide the commissioning body (and the partners of the initiative) with suggestions aimed at improving the implementation of the project and the possible elaboration of future projects.
For the realisation of the evaluation activities, in addition to the documentary analysis, information is collected through the following survey methods:

We repair objects, we recreate relationships. At the school of circular economies at Lab Barona
In 2022-23, the 4th and 5th classes of the Capponi primary school and the 1st of the Gramsci middle school, are involved in educational activities and workshops at school and at the Lab Barona Repair Cafè with the aim of contributing to increase knowledge and awareness among pupils on the importance of environmental sustainability in everyday life. In particular, teachers and students will work on the theme of the circular economy
Starting from the circular economy, the project promotes attention to the new life of objects, through re-use and repair. The project will also be an opportunity to socialize and exchange experiences, to clash the disposable culture, to promote the good practice of reuse and therefore reduce the amount of waste produced.
The project works closely with the Lab Barona Repair Cafè, a space located in via Ettore Ponti 15, a few meters from the Capponi and Gramsci schools, launched in 2021 by La Cordata with the aim of offering the neighborhood a space where objects can be repaired, materials can be recycled giving new life to objects and at the same time a place for the exchange of skills, relationships and opportunities to create solidarity and mutual aid. With the project we want to strengthen the bond started with the neighborhood and create a new channel of collaboration with the surrounding schools in order to raise awareness and activate the inhabitants on circular economy issues. In this sense, the identified target, young students between the ages of 9 and 12, could be a driving force for the involvement of parents and potential new users of the Lab Barona Repair Cafè who will be able, even at the end of the project, to continue to have a place that in the neighborhood offers the possibility to repair, recycle, reuse.
Objectives to be achieved:
The project aims to increase the knowledge and awareness of primary and secondary school students on the importance of environmental sustainability in everyday life to clash the ongoing climate and environmental crisis and promote understanding of their role as protagonists of the ecological transition.
In particular:
- The project intends to increase the knowledge and skills of teachers and pupils of the Capponi primary school and Gramsci lower secondary school on issues related to environmental sustainability, in particular on the concept of circular economy, reuse and recycling.

NOPLANETB is the first Italian HUB that aims to promote the spread of sustainable lifestyles by incubating, co-designing and financing communication, advocacy and awareness-raising ideas and initiatives promoted by small organizations of Italian civil society and aimed at raising awareness of citizens on the topic of climate change
Inclusion and claiming the rights of people with disabilities
The PODER project aims to create and promote a path of employment inclusion, defense of the right to education and claiming the rights of people with disabilities in 4 municipalities in El Salvador
The statement “nothing about us without us” is the essential starting point of the project “PODER: program for occupational inclusion, the defense of the rights to education and the claim of the rights of people with disabilities”.
The project action, lasting 36 months, aims to strengthen and support tangible changes such as to allow people with disabilities in the target areas (Colon, Zaragoza, Santo Tomás and Santiago Texacuangos) to promote, as active subjects recognized as competent, processes of social and educational inclusion.
The proposed action develops around the idea of the centrality of people with disabilities and their organizations, whose strengthening in terms of awareness and skills (individual and collective empowerment) is considered as a fundamental precondition for achieving the established objective.
The project has three main components:
- strengthening advocacy capacities of people with disabilities and their organisations
- support for the completion of educational and professional training courses for people with disabilities
- reduction of physical access barriers to schools and other buildings of public interest by means of light infrastructural upgrading works.

Fight against energy poverty: evaluation of the Doniamo Energia Calls
Through the evaluation of the Bandi Energia (Energy Call for Proposals), promoted by Fondazione Cariplo and Banco dell’Energia, we contribute to the development of intervention models finalised at avoiding that disadvantaged families in the Lombardy descend into structural poverty. We do this by focusing on promoting skills and territorial networks.
School and gender stereotypes: an innovative intervention model
With the Be.St. – Beyond Stereotypes project we promote the development of a systemic approach across primary schools in order to facilitate relationship building amongst children based on respect and the acknowledgement of diversity in order for future generations to become more aware of their potentials.
Training of candidate volunteers of the European Voluntary Humanitarian Aid Corps
The European Solidarity Corps programme aims to provide young people, including those with fewer opportunities, with easily accessible opportunities for engagement in solidarity activities, while improving and validating their competences.
Humanitarian Aid Volunteering projects funded under this strand will offer the opportunity to young people aged 18 to 35 years old to participate in volunteering activities, aiming at supporting humanitarian aid operations. Such activities will provide them the opportunity to carry out tasks needed to support the actions undertaken by their host organizations.
This project, led by Lattanzio KIBS, in partnership with
Punto Sud, Bioforce, IECAH and IFHV, focuses on the steps that bring potential volunteers within the Humanitarian Aid Volunteering projects from registration on the EU Solidarity Corps Portal to placement in a pool of volunteers available for selection by organizations.
The volunteers must have successfully completed mandatory training aiming at preparing them for volunteering in third countries, so as to ensure that they have the necessary skills and competences to help people in need in the most effective way.
The training offered by this project cover the following competences:
- Transversal competences which are required in many sectors of volunteering and employment and are not specific to the humanitarian and development aid field (e.g. intercultural awareness or management of personal health and security);
- Specific competences which are required for humanitarian and development aid more widely (such as applying the humanitarian principles or the principles of development cooperation).
Young people (aged 18-35) interested in participating must register on the portal, and complete an initial questionnaire to explore their interest in taking part in volunteering program.
They will then take a self-assessment questionnaire to evaluate readiness to take part in this programme and to get an insight on what to expect from the experience.
Those truly motivated will move to the specific online training preparing candidates for volunteering in humanitarian and development aid. Once completed, they will have to pass an online test focusing on what they have learned to be able to have access in a 5-day face-to-face training. In case of force majeure, F2F trainings may be replaced by virtual classroom training modules. Upon successful completion of the face-to-face training (or the virtual training) the candidates will be placed in the pool of volunteers available for selection by organizations.
PuntoSud has been involved in the following activities:

- development of online quiz to test the knowledge acquired from the online training

Civil society and human rights in Eswatini
In Eswatini we support human rights associations through the promotion of knowledge and participatory methods, thus facilitating the work of local networks and the interaction between different public and private entities operating in the African country.
NOPLANETB HUB: co-programming against climate change
NOPLANETB is the first Italian HUB that aims to promote the spread of sustainable lifestyles by incubating, co-designing and financing communication, advocacy and awareness-raising ideas and initiatives promoted by small organizations of Italian civil society and aimed at raising awareness of citizens on the topic of climate change
Starting from 2017, and thanks to the There isn’t a PLANet B! Win-win strategies and small actions for big impacts on climate change, funded by the European Commission under the DEAR program (Development Education and Raising Awareness), PuntoSud has experimented, for the first time in Italy, the tool of financial support to third parties, a financing mechanism through which European Union funds have been disbursed to medium and small organizations.
Financial support is a tool to include in the financing mechanisms, thanks to the guarantees offered by the intermediary organization, small-sized organizations, which often have very limited managerial and financial skills, but innovative, replicable and scalable ideas and which are very active and capillaries in the territory for the reference community. It also allows organizations to participate in calls with simpler application and selection procedures.
The attention towards this tool has grown considerably in recent years, so the European Union considers it a key component of its calls for proposals.
Thanks to the experience acquired, PuntoSud guarantees, before launching the calls to finance the Organizations, to identify a particularly urgent topic of collective interest with CSOs and to develop a shared strategy between the donor and the PuntoSud Foundation.
PuntoSud monitors the project implementation process and the progress of the entire process and ensures that the results achieved are constantly checked. Furthermore, the CSOs are accompanied both in planning and in managing the funds, organizing training sessions for the same CSOs.
This training, detailed on the basis of the interests and characteristics of the small and medium-sized civil society organizations financed, includes meetings and workshops for sharing design methods and rules and project managing, as well as training on relevant topics for projects (crowdfunding, campaigning, storytelling, social marketing).
A helpdesk service is provided and is available to all funded organizations for the entire duration of the project. This service provides continuous support, guidance and answers to specific questions such as the preparation of management tools and the sharing of good practices among the financed organizations.
NOPLANETB has the communication as a transversal element at all levels due to the relevance it has in initiating a change on the issue of climate change, and to promote the development of a solid network among the organizations financed to start the development of strategic partnerships, or strengthen them.
To date, 6 calls have been launched, funding and supporting 58 organizations.

Strengthening of emergency medical services in the City of Beira
UR-Beira: strengthening of emergency medical services in the City of Beira is a project funded by the Italian Agency for Development Cooperation (AICS) in Mozambique and coordinated by Veneto Region, aimed at strengthening the emergency health services managed by local authorities in the district of Beira, with a particular focus on obstetric and paediatric emergencies.
PuntoSud was assigned the independent external – mid-term and final – evaluation of the three-year project UR-Beira: strengthening of emergency medical services in the City of Beira (AID 012314/02/6), funded by AICS and coordinated by Veneto Region. The project is implemented in Mozambique and involves – as partners – Medici con l’Africa CUAMM, University Ca’ Foscari, Pia Opera Croce Verde di Padova, Central Hospital of Beira, Serviço de Emergência Médica de Moçambique (SEMMO) e Serviço Distrital de Saúde, Mulher e Acção Social da cidade da Beira (SDSMAS).
The project started on 1st February 2022 and is aimed at aimed at strengthening the emergency health services managed by local authorities in the district of Beira, with a particular focus on obstetric and paediatric emergencies.
The evaluation exercise will be carried out thanks to the involvement of the largest number of stakeholders, with the aim to ensure the quality and the usefulness for the contracting authority (and the project partners) of the reports that will be drafted and submitted.
In particular, the assignment includes the elaboration and the submission of:
- inception report, within 45 days from the conclusion of the contract. The document describes the methodology that will be followed during the implementation of the evaluation exercise, as well as the evaluation team and the workplan.
- Mid-term and final evaluation reports, respectively within 30th September 2023 and 31st December 2024. In both cases, the document shall be composed of an executive summary and of the detailed description of the evaluation carried out.
The evaluation reports will be drafted in line with the OECD/DAC evaluation criteria, as encompassed and applied by AICS, as per DGCS guide for the impact evaluation of development cooperation projects (November 2020).

Prevention and fight against school drop-out in Lombardy
ERRE2 is a 3-year project co-founded by Impresa Sociale Con I Bambini, leaded by Opera Diocesana Patronato San Vincenzo. The main objective is to establish and activate a network to create a favourable environment for youngsters, enabling them to experiment different innovative/educational opportunity, and positive educational relationship models. Within ERRE2, PuntoSud promotes an impact study.
ERRE2 is a 3-year project co-funded by Impresa Sociale Con I Bambini, run by 23 partners acting in the Bergamo Province (Lombardy region), leaded by Opera Diocesana Patronato San Vincenzo.
It is based on the assumption that although high level of welfare, educational poverty remain an issue in the area. Despite a high presence of different education offers, youth often perceive these as inaccessible with a negative impact on their personal education especially them residing in disadvantaged areas. ERRE2 involves some suburbs of Bergamo city where educational poverty is more present and focuses on doing to motivate youngsters who have experienced school failure.
The main objective is to establish and activate a network to create a favourable environment for youngsters, enabling them to experiment different and innovative/educational opportunity, and positive/stimulating models of educational relationship. ERRE2 works on common space rehabilitation, families’ support and involvement, school role reinforcement, cognitive/non-cognitive skills’ strengthening. Youth is directly involved in the design and implementation of educational/cultural activities inside/outside the school. The school is promoted as a central hub for youth and community’s educational/cultural life supported by the territorial network. PuntoSud involvement in ERRE2 is mainly dedicated to assure the project implementers with an impact study.
The exercise is organized in 3 moments: initial, at the project end, and two years after the conclusion of the activities.
The evaluation system focuses particularly on the network “model” implemented and how this model effectively supports the target group identified (pre-adolescents and adolescents). Within this framework, the evaluation investigates also the expected positive interaction among Public administrations, civil society and the private sector. The impact assessment uses a theory based approach with a longitudinal statistical-descriptive study.
