MILE – Migrants Integration in the Labour market in Europe
Il progetto MILE si è posto come suo principale obiettivo lo sviluppo, attuazione e integrazione di un modello efficace di servizi tra di loro interconnessi, per l’integrazione lavorativa dei cittadini provenienti da paesi terzi (TCNS – Third-Country Nationals) basato sulla mobilitazione degli attori e il rispetto delle esigenze culturali, sociali ed economiche dei migranti, per promuovere una modello d’integrazione più sostenibile nel tempo.
Main activities:
- To promote a critical reconstruction of the intervention in its first phase aimed at the preparation of the project monitoring plan;
- To elaborate a specific study on the mid-term intervention model
- To present an analysis of the results achieved at the end of the project, highlighting deviations from the plan, external conditions that have unfavorably / favorably affected the implementation, the strategies put in place by project’s partners to overcome the difficulties emerged, good practices, to suggest proposals for improvements and for the possible development of other line of post-intervention work.
The work was conducted through the documentary study of the reports, the main monitoring tools and deliverables produced and of the data collected within the partnership. The collected data were triangulated and further deepened by interviews with all the main partners of consortium, evaluated as particularly interesting for the purpose of analysis (online and in presence interviews).

Training of candidate volunteers of the European Voluntary Humanitarian Aid Corps
The European Solidarity Corps programme aims to provide young people, including those with fewer opportunities, with easily accessible opportunities for engagement in solidarity activities, while improving and validating their competences.
Civil society and human rights in Eswatini
In Eswatini we support human rights associations through the promotion of knowledge and participatory methods, thus facilitating the work of local networks and the interaction between different public and private entities operating in the African country.
Mindchangers: Regions and youth for Planet and People
MINDCHANGERS is a European project involving institutions and associations from 6 European regions to discuss Agenda 2030, climate change and migration. Through calls for projects implemented by Local Authorities and CSOs and an innovative pan-European campaign, young people are involved through active citizenship actions and their engagement on global challenges and core values is strengthened.
Independent external evaluation – in itinere and final – of the MINDCHANGERS initiative aimed at analysing the quantity and quality of results, in order to facilitate the implementation of the project and support the evaluation of activities and results to be carried out by the European Commission.
The analysis requested focuses on the progress of the activities and the level of achievement of the expected results, without neglecting the description of obstacles and of the mitigation and adaptation measures adopted, in order to provide the commissioning body (and the partners of the initiative) with suggestions aimed at improving the implementation of the project and the possible elaboration of future projects.
For the realisation of the evaluation activities, in addition to the documentary analysis, information is collected through the following survey methods:
- Semi-structured interviews, in order to collect opinions, perceptions, information and data from the contact persons of the partner organisations and the main stakeholders (and/or key informants), supplemented if necessary by seminars/group discussions with the same stakeholders, in order to be able to enhance group dynamics and their contributions.
- On-line questionnaires, in order to involve as many stakeholders as possible to gather qualitative elements;
- Seminars/group discussions to gather ‘broad’ and qualitative evaluation elements (e.g. lessons learnt, impacts and sustainability of the initiative, spheres of influence and case studies etc.).

Capacity building and follow up services for the empowerment of the beneficiaries awarded through the call “Reazioni” promoted by Compagnia di San Paolo
As part of the “Reactions” call to action launched by the Compagnia di San Paolo, PuntoSud was contracted to accompany a capacity building and follow-up program for the empowerment of the beneficiaries of the grant and to provide them with support in the implementation and reporting of supported projects.
Zero in conduct: in-formative actions driven by young people, teachers and citizens to reduce environmental impact
Aim of the project is to provide tools and new spaces of dialogue in order to help the actors of the formal and informal field activate themselves through educational and training activities to fight climate change, after deeply understanding its mechanisms
NOPLANETB HUB: co-programming against climate change
NOPLANETB is the first Italian HUB that aims to promote the spread of sustainable lifestyles by incubating, co-designing and financing communication, advocacy and awareness-raising ideas and initiatives promoted by small organizations of Italian civil society and aimed at raising awareness of citizens on the topic of climate change
We repair objects, we recreate relationships. At the school of circular economies at Lab Barona
In 2022-23, the 4th and 5th classes of the Capponi primary school and the 1st of the Gramsci middle school, are involved in educational activities and workshops at school and at the Lab Barona Repair Cafè with the aim of contributing to increase knowledge and awareness among pupils on the importance of environmental sustainability in everyday life. In particular, teachers and students will work on the theme of the circular economy
Starting from the circular economy, the project promotes attention to the new life of objects, through re-use and repair. The project will also be an opportunity to socialize and exchange experiences, to clash the disposable culture, to promote the good practice of reuse and therefore reduce the amount of waste produced.
The project works closely with the Lab Barona Repair Cafè, a space located in via Ettore Ponti 15, a few meters from the Capponi and Gramsci schools, launched in 2021 by La Cordata with the aim of offering the neighborhood a space where objects can be repaired, materials can be recycled giving new life to objects and at the same time a place for the exchange of skills, relationships and opportunities to create solidarity and mutual aid. With the project we want to strengthen the bond started with the neighborhood and create a new channel of collaboration with the surrounding schools in order to raise awareness and activate the inhabitants on circular economy issues. In this sense, the identified target, young students between the ages of 9 and 12, could be a driving force for the involvement of parents and potential new users of the Lab Barona Repair Cafè who will be able, even at the end of the project, to continue to have a place that in the neighborhood offers the possibility to repair, recycle, reuse.
Objectives to be achieved:
The project aims to increase the knowledge and awareness of primary and secondary school students on the importance of environmental sustainability in everyday life to clash the ongoing climate and environmental crisis and promote understanding of their role as protagonists of the ecological transition.
In particular:
- The project intends to increase the knowledge and skills of teachers and pupils of the Capponi primary school and Gramsci lower secondary school on issues related to environmental sustainability, in particular on the concept of circular economy, reuse and recycling.
- The project intends to promote the activation of pupils and teachers also with the involvement of the educational community to identify concrete solutions for daily actions that respect the environment.
To achieve the objectives, the three main activities are: teacher training, student training and laboratory activities. On the sidelines there is the activation of the “educating community” or the network of organizations and associations of the territory and in particular of the most peripheral part of the Barona district, which are informed, involved and activated to support the laboratory activities

Monitoring and evaluation of the projects funded within the call for proposal “Country Programs” in India, Sri Lanka and Ecuador
The Country Programme in India, Sri Lanka and Ecuador was an initiative financed by Fondazione Cariplo and Fondazione Peppino Vismara. The programme aimed at promoting country-projects through local and transnational development actions. Within this framework, the monitoring and evaluation task was assigned to Fondazione PuntoSud, for the entire duration of the initiative (3 years).
Three projects were financed and implemented by the Italian NGOs FEM (to manage the action in India), ICEI (to manage the action in Sri Lanka) and ACRA (to manage the action in Ecuador).
The evaluation system was put in place to accompany the progresses, follow up the results achieved and to formulate appropriate guidance and elaborate lesson learnt targeting both implementers and donor agencies.
The three projects were similar in size and approach. All of them included an economic development dimension and the promotion of transitional link between the country of implementation and the respective community of migrants in Italy. Nevertheless, the three projects also presented important differences in term of sectors and method of implementation, pushing for the definition of a common evaluation framework and ad hoc, tailored, investigations.
- In Ecuador the project “rimesse per lo sviluppo” (remittance for development, implemented by the Italian NGO ACRA) aimed at contributing to the economic and social growth of the Ecuadorian population through a better channelling of remittances toward development of small water and sanitation actions.
- In India, the NGO FEM, was responsible for the project “Modelli microimprenditoriali e servizi per lo sviluppo socio-economico dei working poor” (microentrepreneurial models and service for the socio-economic development of the working poor) , intended to improve the living conditions of the working poor in India, through the development of micro-finance networks, innovative models of micro-entrepreneurial activities the link between the Punjab’s communities and migrant communities in Italy.
- The project “Creazione di micro e piccole imprese multisettoriali in Sri Lanka” (Creation of micro and mall multisectoral enterprises in Sri Lanka) implemented by the Italian NGO ICEI”, was finally aimed to support a culture of dialogue and integration in Italy between the Italian and Sri Lankan citizens, activating micro and small enterprises in Sri Lanka in the agriculture, livestock and sustainable tourism sectors.
- The M&E exercise implied the elaboration of a common monitoring and reporting system able to detect systematically the progress of project activities and produce the necessary information for periodic and overall assessment of the projects.
- A critical support to the implementation process – to highlight and communicate to the donor agencies – was also ensured through constant feedbacks and follow up or recommendations.
- Nine evaluation full reports were developed on the basis of studies conducted on the field by teams composed by PuntoSud staff and experts.
- In addition, quarterly reports (18 in totals) were produced, containing a narrative and a financial section, to state the degree of progress of the three projects.
A special focus, finally, was given to investigate the co-development dimension of the program, more specifically to assess the degree to which the projects did succeed in valorise the role of migrants and their associations in supporting transnational development initiatives.

Fight against energy poverty: evaluation of the Doniamo Energia Calls
Through the evaluation of the Bandi Energia (Energy Call for Proposals), promoted by Fondazione Cariplo and Banco dell’Energia, we contribute to the development of intervention models finalised at avoiding that disadvantaged families in the Lombardy descend into structural poverty. We do this by focusing on promoting skills and territorial networks.
School and gender stereotypes: an innovative intervention model
With the Be.St. – Beyond Stereotypes project we promote the development of a systemic approach across primary schools in order to facilitate relationship building amongst children based on respect and the acknowledgement of diversity in order for future generations to become more aware of their potentials.
Strengthening support for sustainable growth of Fondazione Rava – N.P.H
PuntoSud supported the Rava-N.P.H. Italy Foundation in a path of organizational strengthening aimed at increasing access to European Commission’s funding opportunities, in particular from the DG in charge of humanitarian aid and international cooperation. The project included support for the Foundation’s internal procedures adjustment, a training course on EU themes and project management, and analysis of cooperation opportunities with the EU and project proposal preparation.
The activities of this organizational strengthening process for the Rava-N.P.H. Italy Foundation funded by the Cariplo Foundation’s Capacity Building grant are related to three main components:
- Internal procedures review: adjustment of internal procedures for procurement and code of conduct to international standards to facilitate access to EU funds and improve project management;
- Dedicated training course: development and delivery of virtual classroom training sessions on: access to EU funding for development cooperation projects; project writing; monitoring and evaluation; budgeting; introduction to the EU Solidarity Corps program.
- Specific support: analysis of cooperation opportunities with the EU in the Foundation’s intervention countries and support in preparing project proposals.

Enhancing WFP staff’s understanding of EC funding
World Food Programme (WFP) is one of the most important partner of the European Union and needs to keep its staff constantly updated on the EU rules and procedures. For this reasons it requested PuntoSud to develop some eLearning modules on the use of the DG ECHO Single Form and on the management of International Development Cooperation projects
Thanks to its long-lasting experience in supporting DG ECHO partners, in 2016 PuntoSud was contracted by the World Food Programme (WFP) – Brussels office to develop an ad hoc eLearning course on the use of the ECHO eSingle Form.
The aim of this course was to give a specific and practical overview on how to fill in the Single Form format at proposal and reporting stages and to ensure WFP Country Offices’ key staff to develop quality proposals to be submitted to DG ECHO. The eLearning was developed by PuntoSud experts in cooperation with WFP relevant staff and published in WFP learning platform.
After this successful experience, in 2018 WFP requested to develop another eLearning course on how to deal with EU development funding opportunities and Grant implementation. Its main aim was to inform country offices’ staff on how to negotiate with EU delegations to get grants and how to manage these grants according to EU rules. Also this course was developed by PuntoSud and published in WFP learning platform.
Both courses were updated by PuntoSud experts in 2021-2022 on request of WFP based on novelties on the EU rules and procedures.
These elearning modules were developed using Articulate 360 Rise and Storyline applications. The courses were enriched by photos and videos (from Articulate and WFP archives), interactive tools (e.g. reading in tabs, drag and drop features) and quizzes (multiple choices, drag and drops and games).

Enhancing FAO staff’s in the management of EU resources
The PuntoSud–Food and Agriculture Organisation of the United Nations (FAO) capacity building program was designed to ensure a smooth EU-FAO long-lasting cooperation with the common goal of eradicating extreme poverty and hunger around the world.
The EU has always been one of the major resource partners of FAO.
In the period 2008-2016, FAO entrusted several projects to PuntoSud with the objective to strengthening FAO’s staff (FAO Country Representatives, technical and operational staff active in Latin America, Middle East, Central and South-East Asia, Africa and Europe) with regard of the mobilisation of EU resources for FAO development programme worldwide.
The main project activities may be summarised as follows:
- Study and analysis of the European institutions, their decision-making mechanisms and policies on international development cooperation and humanitarian aid.
- Development, dissemination and updating of a “flexible” training module (adaptable to the needs of the various FAO offices in the world) delivered in 29 sessions with the aim of facilitating the FAO-EU cooperation at all stages of the project cycle.
- The development of an eLearning to facilitate the work of the FAO regional offices on a continuous basis.
This learning programme aimed at ensuring:
- An assessment to gather information about the most common criticalities encountered by FAO in the processes of design, implementation and evaluation of FAO-EU projects;
- The identification and sharing of information of the main EU cooperation policies (e.g. strategic documents and multi-annual programming);
- The development of a good partnership FAO-EU, encouraging proper planning of interventions within the guidelines proposed by the EU;
- The creation of proper guidelines for accountable implementation and reporting of projects, in line with the FAO and EU PAGoDA procedures.

Inclusion and claiming the rights of people with disabilities
The PODER project aims to create and promote a path of employment inclusion, defense of the right to education and claiming the rights of people with disabilities in 4 municipalities in El Salvador
The statement “nothing about us without us” is the essential starting point of the project “PODER: program for occupational inclusion, the defense of the rights to education and the claim of the rights of people with disabilities”.
The project action, lasting 36 months, aims to strengthen and support tangible changes such as to allow people with disabilities in the target areas (Colon, Zaragoza, Santo Tomás and Santiago Texacuangos) to promote, as active subjects recognized as competent, processes of social and educational inclusion.
The proposed action develops around the idea of the centrality of people with disabilities and their organizations, whose strengthening in terms of awareness and skills (individual and collective empowerment) is considered as a fundamental precondition for achieving the established objective.
The project has three main components:
- strengthening advocacy capacities of people with disabilities and their organisations
- support for the completion of educational and professional training courses for people with disabilities
- reduction of physical access barriers to schools and other buildings of public interest by means of light infrastructural upgrading works.

Fight against energy poverty: evaluation of the Doniamo Energia Calls
Through the evaluation of the Bandi Energia (Energy Call for Proposals), promoted by Fondazione Cariplo and Banco dell’Energia, we contribute to the development of intervention models finalised at avoiding that disadvantaged families in the Lombardy descend into structural poverty. We do this by focusing on promoting skills and territorial networks.
School and gender stereotypes: an innovative intervention model
With the Be.St. – Beyond Stereotypes project we promote the development of a systemic approach across primary schools in order to facilitate relationship building amongst children based on respect and the acknowledgement of diversity in order for future generations to become more aware of their potentials.
Elaboration of a theory of change of two projects of the Ufficio Pio
Accompanying work to the Pio Office, for the construction of a theory of functional change to the design of two projects to combat poverty in charge of the Pio Office. The work has led to capitalize on the experience gained to strengthen interventions aimed at contributing to the social and economic inclusion of people and families in difficulty.
Definition of the ToC in participatory form, with the involvement of various public and private organisations form Piedmont.
More specifically:
- preparation of the work, conducted in a participatory perspective and with all levels and internal staff;
- making the most of the reflections already developed at the level of the three-year strategy;
- training and support/facilitation of the ToC working group;
- consideration of possible internal changes needed to generate the desired impact;
- elaboration of some suggestions for integration with monitoring and evaluation activities

Participation to the Evaluation Committee of the Compagnia di San Paolo call for proposal Ideare
Participation in the work of analysis of the received proposals and selection of the best project ideas in order to ensure their funding.
The Idee-are Call for proposals was organized to support projects capable of developing innovative forms of applied research in the field of social sciences addressing the consequences of demographic changes in the Piedmont region (north-west of Italy).
The actions financed were implemented following three work axes: the development of a context analysis, the application of a pilot action and the strengthening of networks and collaborations between public authorities, enterprises and the third sector.
Particular importance has been assigned to the impact for the territory and to the ability to arouse interest in
local actors both for the exploitation of results and for the possibility of applying them in the future.
In this context, a multidisciplinary team was formed to study the proposals and select the 5 most promising. The work was carried out in two phases: a first analysis of the ideas (concept notes) and a second dedicated to analyse the complete proposal.
The team included several figures: demographer, economist, geographer and programming expert. The latter was covered by a PuntoSud evaluator who studied the projects, defined a specific evaluation system and participated in the coordination and evaluation sessions.
