Evaluation Description

The project “Result Based Financing, a change engine for pediatric services” funded by the Italian Agency for Development Cooperation (AICS),implemented by Fondazione Corti intends to continue contributing to strengthening the health system of Northern Uganda, promoting innovative tools for the effective management of maternal, child and pediatric health services for the population of the Acholi region.

In this perspective, the SPECIFIC OBJECTIVEs of the project are OS_1. Ensuring better access to effective medical care to the most vulnerable population groups in Northern Uganda, focusing in particular on child health as a driver for local development; OS_2. Improve the quality and effectiveness of pediatric health services and increase the empowerment of health personnel, thanks to adherence to quality standards and monitoring of performance in the management of services and OS_3. Promote innovative models of health management in development settings, able to improve the quality, effectiveness and sustainability of health services.

Therefore, the following results should be achieved:R1. Provide effective and quality medical care to children in the districts of Gulu, Amuru and Agago who need hospitalization in the pediatric departments of Lacor Hospital and Kalongo Hospital, R2. Increased the quality of service in the pediatric departments of the two hospitals and enhanced the skills, motivation and sense of belonging of the health staff, through the introduction of specific quality standards and a mechanism of Result Based Financing, R3. Validated and promoted the Result Based Financing model as a tool for on-the-job training and as an engine for improving access to healthcare and the quality of health services in contexts of high health, social and economic vulnerability.

The action is leaded by Fondazione Piero e Lucile Corti onlus and involves as project partners Fondazione Dr. Ambrosoli Memorial Hospital onlus and
Università degli Studi di Napoli Federico II (UNINA)

 

Type of services provided

In the framework of the project, the evaluation exercise aims at understand the degree to which the new approach is consolidated, appreciated and supported in order to identify strengths and constraints with attention to the key players (managers, health staff, auxiliaries..etc.), the advantages and the disadvantage they may face in the application of such complex approach

In specific the activities carried out are summarised as follows:

  • First definition of the monitoring system
  • Finalization of the monitoring system
  • Elaboration of key research questions and tools
  • Report (intermediate report)
  • Report (Final Evaluation)
  • Feedbacks to implementers
