Project Description

In 2003 punto.sud starts its long-lasting cooperation with the European Commission, DG Humanitarian Aid and Civil Protection, participating to two capacity development projects (2003-2004 – Monitoring and Evaluation in Humanitarian Aid: Quality Procedures; 2004-2005 – Development of integrated project and financial management tools in conformity with the 2003 FPA) financed by DG ECHO annd promoted by Solint Forum, a consortium of Italian NGOs (CISP, COOPI, COSV, Intersos and Movimondo). Both grants aimed to support DG ECHO partners in preparing and implementing humanitarian projects and programmes by facilitating the correct and timely application of the Framework Partnership Agreement financial and contractual rules and procedures, as well accountability principles and best practices in Humanitarian Aid.

From 2005 onwards punto.sud continues its support to the DG ECHO implementing three consecutive capacity development grants (2005-2006 – Supporting the quality approach in humanitarian aid: creation of an helpdesk and development of PCM based tools relating to the application of the FPA; 2006-2007 – Quality partnership in humanitarian aid: provision and consolidation of the punto.sud-helpdesk website and supporting activities; 2008 – Building capacity of DG-ECHO Partners through the punto.sud helpdesk website – phase out FPA 2003-2007) to the benefit of the DG-ECHO and the DG-ECHO Partners.

2003-2004 – Monitoring and Evaluation in Humanitarian Aid: Quality Procedures: the project aimed to enhance the capacity of Humanitarian Operators in dealing with ECHO with a special focus on procedures, following to the adoption of the 2003 FPA and the new EC financial regulation. The punto.sud team worked on the realisation of a set of procedures and tools to be applied in all DGECHO-financed projects. The main efforts have been carried out in full synergy with ECHO-4 and produced as follows: the Trenino, a manual providing Humanitarian Organizations with clear procedural and operative information for the management of DG ECHO funded projects under the FPA 2003-2007; the Training package, a power point presentation composed of 10 sub-forms, used and tested during training sessions, together with other instruments. These materials were intended for HQ and field personnel and constituted an easy tool for internal training; the Case-study, a “model” for writing a project proposal and an exercise within a training session. The publication of the Trenino (in Italian, English and French) obtained a great success and the manual was used for years by hundred of operators.

2004-2005 – Development of integrated project and financial management tools in conformity with the 2003 FPA: the project aimed at supporting the ECHO partners and promoting accountability and best practices in Humanitarian Aid. The punto.sud team focused on the analysis of internal standards and quality management tools to ensure the compliance of financial and project management to FPA norms and procedures. In line with the previous project, produced the Guided Training Session, available in an e-platform and in a complete CD. A new version of the Training Package was produced for internal training on FPA procedures as well a series of Trenino Annexes virtually interlinked with the Manual produced in the previous ECHO co-funded operation. punto.sud has also co-operated with NPW association for the preparation of the “project compiler” a prototype of e-single form for the preparation of narrative and financial reports. Moreover several FPA trainings targeting Humanitarian Operators have been delivered.

2005-2006 – Supporting the quality approach in humanitarian aid: creation of an helpdesk and development of PCM based tools relating to the application of the FPA: the project aimed to enhance the punto.sud capacity to support DG ECHO partners, by facilitating the application of FPA rules and procedures as well accountability principles and best practices in Humanitarian Aid. The action enabled punto.sud to develop a comprehensive set of tools which virtually cover all the phases of the project cycle, from the inception period (planning & design) to the end of the project (reporting, monitoring and evaluation). At the same time the project gave the opportunity to set up a permanent Helpdesk: a working group at disposal of partners, preliminary open to a selected group of “pilot” HOs”. The helpdesk was thus tested in its capacity to deliver support to humanitarian operators (via e-mail and phone) within an average time limit of 24hours. The helpdesk activity was set up along with the delivery of FPA training and the preparation of an interactive Website. Concerning the latter, punto.sud has developed a specific software that, while guaranteeing the access to key documents/tools, is also facilitating the helpdesk’s day to day work. The helpdesk website (the “Track”) was finally open in December 2006 to all DG ECHO partners, thus permitting free and remote access and ensuring different answers as well as the downloading of 160 short manuals (the toolkits) specifically produced to support ECHO project and financial managers. The helpdesk, the website and the project main outcomes have been also presented to the DG ECHO officers and Partners in the plenary meeting held in Brussels in December 2006.

2006-2007 – Quality partnership in humanitarian aid: provision and consolidation of the punto.sud-helpdesk website and supporting activities: the project aimed at working on two interlinked levels: 1) to guarantee and further improve, in quality and quantity, the support to the ECHO partners’ staff, especially on the field; 2) to open the helpdesk activities to all the DG ECHO partners. Along with the “standard activities” (day to day support, website maintenance and up dating and FPA trainings) punto.sud worked on other three complementary actions: the revision of the “Trenino” Guidelines, enlarged to cover new topics and with hyperlinks enabling users to skip from one topic to another, or to a specific toolkit/template or to other key document/website; the revision of more than 60 toolkits (due to the publication of the “Fact Sheets”); the experimentation of a particular methodology for screening and delivering helpdesk support to partners: the hands-on input. It was developed by punto.sud in the previous years and it referred to a specific support, usually a follow-up of an (or a group of) on-going ECHO-financed operations aimed to check compliance with the FPA. The main objective is to cope with (possible) problems and to produce practical recommendations both for the on going project and for the organisation as a whole

2008 – Building capacity of DG-ECHO Partners through the punto.sud helpdesk website – phase out FPA 2003-2007: the last project, before the launching of a call for tender at the end of 2008, was a phase-out from the FPA 2003-2007, considering that a new FPA is in force from January 2008. The principal objective was to contribute to the conclusion of the contract signed with the old rules as well the maintenance of the website. A particular attention was given to foster multiplier effects and thus strengthen the capacity of humanitarian organisations of new EU Member States. The punto.sud-helpdesk objective, in line with the previous projects, was intended to provide to all the ECHO partners a full assistance and case by case support aimed to fulfil Headquarter’s main obligations, accomplish Desk managerial tasks and facilitate key-staff work on the field. Replies, suggestions, recommendations and the forwarding of toolkits have been guaranteed with the aim to foster knowledge of HOs operating in the humanitarian field, facilitating the comprehension of the general elements and rules of the FPA.
