Evaluation Description

The evaluation was an integral part of a project Energies durables dans les régions d’Agadez et de Tillabéry implemented by the Italian NGO Terre Soldiali, having as objective to contribute to poverty reduction, ensuring access to affordable and durable energy services to the rural populations living in the regions of Agadez and Tillaberi. The action, more precisely, aimed to reinforce energy efficiency so to reduce the pressure on existing biomass resources in areas where this problem is dramatically increasing due to demographic growth. This was pursued through the development and testing of a particular and very efficient new type of gasification stove and the start of a mobile unit for production of pellet. In addition in the two regions of intervention the project developed  community centres for food processing, carried out through the installation of solar dryers (Model Icarus 2002, University of Turin), in order to improve the availability and diversity of food and stimulate handicraft production. The project also implemented a pilot experience for horticulture with the installation of a photovoltaic system for irrigation.

The project was divided in three main components:

  • Food processing and preservation sub-programme (with the use of photovoltaic energy);
  • Production of Cook Stoves on Biomass Gasification sub-programme (with fuel obtained by pelletisation of vegetable waste);
  • Drop irrigation systems sub-programme (with the installation of solar pumps).

Type of services provided

The Final evaluation conducted by punto.sud was planned to assist Terre Solidali to better systematise the main lesson learnt of the action. More precisely, the evaluation exercises was carried out to analyse the logical model adopted, the results achieved and the impact of three different sub-programmes with a special focus on action sustainability and scaling-up.

The evaluation exercises was conducted in full co-operation with the scientific support of the University of Turin (project partner), with project beneficiaries and the key actors involved in the intervention.

The evaluation exercise foresaw the following components:

    • Definition of theory of changes
    • Research useful bibliographic materials;
  • Analysis
    • Project problem and logframe analysis;
    • Deviations from plan analysis;
    • Field survey
  • Reporting
    • Data processing
    • Quality control and consistency of reporting
    • Recommendations and best practices
    • Final workshop with project implementers
