Evaluation Description

Fifteen years after the launch of the decentralized and community cooperation program “Trentino in Mozambique”, the Consortium Associations with Mozambique (CAM) and the Autonomous Province of Trento (PAT) have decided to assess the main results and significant impacts of the programme in the District of Caia.

The district of Caia has recorded, in recent years, a succession of events that have radically changed the focus given by the local public institutions and other international actors. Today Caia, in fact, is a district which attract many interests of cooperation and investment that have led to a sharp acceleration in the development process, of which the Italian programme could be viewed as an important precursor.

The PAT/CAM programme, since its beginning in 2001, is characterised by a multi-sectorial intervention where the co-operation between Civil Society and Institutions in Trentino and Caia Institutions and citizens have been always at the centre of the development process. The fact that several actions (or sub-programmes in different sectors such as microcredit, health, land use planning, agricultural development, education, etc.) were and are still today implemented created a strong demand regarding the overall contribution of the programme to this sectors and how (if) the improvement in these different sectors have driven to a local development.

These was seen as a key question to promote a reflection regarding the future strategy to be designed for the coming years.

Type of services provided

punto.sud has actively co-operate with both the PAT and CAM for the preparation of a technical proposal starting with a preliminary reconstruction of the general framework of the programme.

Following this first phase, the evaluation exercise was finally agreed to have a sectoral focus (performance evaluation: who benefited from the program and who does not? How has the program made a difference? How and how much has changed the access to services? What individual / institutional expertise have enabled these changes? Etc. ).
Based on this, punto.sud worked to define for each sector the programme impact on the involved institutions, organizational and local actors (i.e. improving of local policies, better planning and regulations, improved efficiency in services, consistency and accountability of public policies management, leadership and social participation, etc.).

The evaluation exercise foresaw the following components:

  • Analysis, for each sector, regarding the services and the products ensured;
  • Analysis, for each sector, regarding the skills and methods applied to strengthen institutional functioning;
  • Analysis of the perceived benefit of the target population
  • Analysis, for each sector, regarding of the proven processes (assessment of working procedures and organizational culture);
  • Elaboration of report;
  • Dissemination workshop (in Trento).
