Project Description

The project Development of the ENV.net in West Balkan and Turkey: giving citizens a voice to influence the environmental process reforms for closer EU integration aims at fostering integration of the Western Balkans and Turkey in the EU and their approximation towards the EU environmental acquis. More specifically the action intends to ensure greater capacity of the ENV.net partners to give citizens a voice and influence public sector reform processes in the environment sector through analysis, monitoring and advocacy and in welcoming the standards of the environment acquis.

The project is implemented in cooperation with the European Commission (DG Enlargement /DG NEAR) through a Framework Partnership Agreement lasting for four years (2012-2016) divided in two 2-year Grants.

The action is leaded by Fondazione punto.sud and involves project partners from Kosovo (Advocacy Training and Resource Centre – ATRC), Serbia (Environmental Ambassadors for Sustainable Development – EASD), Albania (Institute for Habitat Development – Co-PLAN), Turkey (Turkish Foundation for Combating Soil Erosion, for Reforestation and the Protection of Natural Habitats – TEMA), Republic of Macedonia (4x4x4BB Balkan Bridges), Belgium (European Environmental Bureau – EEB). A strong cooperation is also ensured with civil society organisations (CSOs) and citizens of the Region, active in the environment sector, national and regional authorities concerned with environment and EU institutions.

The project strategy has been conceived in three phases:

  1. Strengthening the capacity of ENV.net partners’ organisations in analysing, monitoring, advocacy on the environment issues, through the delivery of training sessions, development of specific toolkits and constant support to their work as watch dog;
  2. Sharing partners experiences and knowledge with other Environment CSOs of their countries, also with the support of training/e-learning sessions and communication tools (ENV.net website, blog, social media);
  3. Promoting the awareness around the environment sensitive issues among the civil society), so that it would be possible to improve the dialogue and to influence national governments, the EU Institutions and other possible relevant stakeholders in adopting specific policies to facilitate the process of the approximation to the Environment acquis and improve the environment and the power of the CSOs.

The project strategy is expected to consolidate the ENV.net partners’ role in fostering the state-civil society dialogue at national and regional levels, in analysing and monitoring the on going process reforms and finally at providing actual opportunities to give citizens and CSOs a voice in the environmental reform process and in the integration with EU. The improved dialogue civil society – state institutions is the key expected impact of the action, as a result of the dissemination of more information on the EU environmental policy and of greater opportunities for information and experience sharing. This will also have an impact on the awareness of the single citizens of the ongoing reforms and on ownership of the dialogue with the state institutions.

The expected results from the project are the following:

Component A: Networking, awareness and advocacy

A.1. The ENV.net partners are able to analyse and monitor the approximation process to the environmental acquis in the partner countries and the gaps in the policies at national level are identified for joint strategies for action
A.2 Public environmental awareness ensured and state-civil society dialogue improved on environment issues at national and regional level

Component B: Capacity building
B.1 ENV.net is recognized as leading network in the region for CSOs capacity development in monitoring and advocacy for the EU environmental acquis approximation process

The project has three main sets of activities:

Monitoring the approximation process to the EU environmental acquis:

  • Capacity development activities (e.g. training sessions, development of toolkits) targeting ENV.net partners and other CSOs on the EU environmental acquis and on how to monitor the approximation process;
  • Monitoring of key selected topics/pieces of national environmental legislation in each partner’s country in relation to the standards of the EU acquis: collection and analysis of information, creation and constant updating of a monitoring matrix web-platform to share information with key stakeholders

Advocacy, lobbying, campaigning

  • Capacity development activities (e.g. training/e-learning sessions, development of toolkits) targeting ENV.net partners and other CSOs on advocacy, lobbying and CSOs participation in the decision-making process concerning the adoption and implementation of EU environmental policies
  • Organisation of ENV.net advocacy campaigns (e.g. round tables, conferences, meetings) in collaboration with other CSOs and local/national authorities on key selected topics, including water quality and climate change
  • Preparation of ENV.net position papers and active contribution to EU progress report
  • Preparation and sharing of ENV.net bi-monthly bulletins
    o Organisation of simultaneous (in all partners’ countries) awareness raising events on specific international environmental days, involving citizens
    o Constant collaboration with local media
    o Promotion of key messages through ENV.net website, blog, Facebook page and other social media

Capacity development

  • Organisation of at least two training sessions in each partner’s country
  • Creation and delivery of four e-learning courses
  • Development of toolkits, manuals and other information material (see ENV.net publications)
  • Seminars for local media
