Evaluation Description

punto.sud has been awarded by Associazione Bambini in Romania onlus (BIR) the interim and final evaluation of the project Promoting children and adolescents’ rights in Romania and Italy (PROCHILD), implemented in Italy and Romania by BIR as leading agency, together with Inima petru Inima (Romania), Cooperativa Interculturando (Italy) and Spirit Romanesc Roma (Italy), as partners, and with the support of Inter Futura Srl Inter Campus as project associate.

The project started on 10th January 2011 and ended on 9th November 2012, with the objective to promote the right of children and adolescents to remain in their family and to be integrated in local communities, with special attention to those children with particular vulnerabilities of Rumanian and Rom living in Italy and Romania, where the risk to be abandoned is high. The project has been financed by the European Commission – Directorate General Justice under the specific programme Fundamental Rights and Citizenship 2007 – 2013, Specific Transnational Projects, in addition to private funding.

The final evaluation exercise aims at providing a final appraisal of the project achievements, basing on the critical systematisation of the plan as delivered in the interim report, by identifying the project key accomplishments, its key deviations and results delivered (correctness of targeting, quality, quantity and timing) during the last twelve months of project implementation. A special focus has been dedicated to the appraisal of the achievements related to the ‘social mediators’, both in Italy (Rome) and in Romania (Brasov).

The evaluation exercise produced the following analysis:

  • The development of the variables object of the action and the identification of the gap between the benchmarking and the system adopted by BIR;
  • The elaboration of recommendations for each phases through the development of implementation process modality (with regard to effectiveness and efficiency, adaptability to changes, final use of resources, quality of the monitoring system);
  • The involvement of partners and other stakeholders ensuring information and recommendation on their level/attitude to the participation in the implementation process, their role covered, their type of cooperation, their organisational and capacity changes and their ownership of the results;
  • The valorisation of the results obtained, their sustainability and the degree of realisation of the activity (including the capacity in tackling the causes of the problems and contribution towards child right strategy’s support) and finally the changes produced, expected and unexpected;
  • The elaboration of one Monitoring and one Final Evaluation Report.
