In this section:
EC grants for external actions are awarded through calls for proposals (CfPs) that finance projects implementing activities related to EU development policies. EuropeAid manages the CfPs either directly from Brussels or via EU Delegations.
The calls for proposals invite candidates to present, within a given deadline, a proposal for actions that contributes achieving one or more of the objectives pursued by the EU in the framework of identified development priorities and that fulfil the required conditions stated in the Guidelines for Applicants.
Under the CfPs approach the EC establishes:
- the broad objectives it wishes to achieve;
- the scope of the projects it is willing to fund;
- application and assessment procedures, and
- a set of eligibility criteria for applicants.
EC grants are awarded to successful proposals aimed at contributing to the achievement of one or more EC development objective(s). All applications are examined and evaluated on the basis of criteria that are clearly announced in the call, pursuant to the principle of equal treatment. Candidates are individually informed of the final decision concerning their proposal.
Grant beneficiaries can be mainly private or public organisations, and only exceptionally individuals, chosen by the European Commission for their capacity to implement the actions concerned.
