Submission of proposals
The proposals must be submitted in accordance with the instructions given in the Guidelines for Applicants.
The Authorising Officer responsible for an individual call for proposals has the discretion to decide whether to request the supporting documents from all the applicants with the application form or only from the applicants which have been provisionally selected after the evaluation. Even if this does not change the basic principle that the supporting documents will be examined only for the provisionally selected applicants, the Guidelines for applicants and the Application form should be adapted accordingly. No supporting document will be requested for applications for a grant not exceeding € 25,000.
Originals or photocopies of the requested supporting documents must be provided. If the supporting documents are not written in one of the official languages of the European Union or - if applicable - of the country of implementation of the Action, a translation into the language/one of the valid languages of the relevant extracts of these documents showing proof of the applicant’s eligibility may be requested for the purposes of interpreting the proposal.
In the case of actions where the cost to be financed exceeds € 500,000 and in case of operating grants of over € 100,000, the applicant must provide an external audit report produced by an approved auditor. The report must certify the accounts for the last financial year available. Depending on his risk assessment, the European Commission may waive the obligation of audit for secondary and higher education establishments and beneficiaries who have accepted joint and several liabilities in the case of agreements with a number of beneficiaries.
Instead of providing the required supporting documents in original or photocopies, the applicant may upload them in PADOR. In case where registration in PADOR is obligatory (e.g. for a given call for proposals), it becomes obligatory to upload the supporting documents in PADOR.
