Preliminary steps



An organisation, small or big, applying as leading agency or implementing partner for EC funding (see partnership) or in partnership with an international organization, has to register in PADOR (Potential Applicants Data Online Registration). Only exceptionally can the applicant and/or its implementing partners ask for a derogation from registration in PADOR.

Therefore, whether there is a current opportunity to submit a proposal through a call for proposals (CfPS) or not, all organisations interested in working with EuropeAid should finalise their registration in PADOR.

PADOR is an applicant processing system introduced recently by the EC through EuropeAid to store extensive information about applicants requesting funds from it or responding to CfPs. Prior to the existence of this system, applicant organisations had to submit hard copies of their profile and other details every time they submitted proposals. With the introduction of PADOR, applicants only have to update the information according to the requirements and language of the CfPs if already fully registered in the database.

During registration PADOR allots a EuropeAid ID to the registering organisation, which is a unique and permanent identification of the organisation in PADOR to be used during application in CfPs.

Where required by the Guidelines of the CfPs or by the Action itself, the leading applicant should care of forming a partnership with eligible organisations and ensure their collaboration from the very formulation phase.
