Registration in PADOR


PADOR (Potential Applicant Data On-line Registration) is the module of EuropeAid On-Line Services created with the purpose of having a knowledge-management of its partners as well as improving the services offered to applicants. It is dedicated to Non State Actors and Local Authorities (not individuals) interested in applying for EC funding through CfPs.

PADOR is open to all organisations to register and/or update their generic data (i.e. not specific to a given CfPs) and upload their supporting documents (e.g. statute and other documents).

PADOR assigns one EuropeAid ID to each organisation. This EuropeAid ID becomes effective when the organisation receives the first ECAS email confirmation. ECAS (European Commission Authentication Service) is the security gate to enter the informatic environment of the Commission.

The legal entity file

One of the main steps for registration in PADOR is the compilation of the Legal Entity File (LEF). The LEF is a set of financial information that an organisation must provide and that will be used by to the EC DG Budget in view of a grant award and contract management. The LEF must be compiled/updated as main step for registration in PADOR and grant application.

If you are the main applicant and you have never signed a contract with the European Commission before, you must send a paper version of the LEF together with your project proposal.

If your organisation has already signed a contract with the EC, you will only report your LEF code on the application form.

PADOR and CfPs

Once registered in PADOR, applicants and/or implementing partners will only need to fill in the sections of the Grant Application Form concerning “The Action”, and verify that the information uploaded in PADOR is complete and in the language of the CfPs. It is the obligation of the main applicant to make sure that the information in PADOR is updated for all organisations taking part in the Action in compliance with the indications of the Guidelines for Applicants.

Applicants can submit a request for derogation from registration in PADOR. The justification for a derogation must be based on the objective impossibility of the applicant to have access to the technology required to register in PADOR. This objective impossibility should go beyond the control of the applicant and, in principle, be of a general nature (i.e. not attributable to the specific circumstances of the applicant itself). Applicants should provide, where possible, supporting documents substantiating their request. The derogation, where granted, applies to the applicant requesting the derogation and only in the context of a specific CfPs, unless the EC sees grounds for allowing a general derogation (not applicant-specific) in the ambit of that CfPs. In this case, data will be introduced in PADOR by the EC itself. If, at a later stage, the organisation wishes to update its data, an access request will be needed.
