Evaluation criteria
The evaluation process starts with the receipt of the concept notes/proposals by the Contracting Authority, and ends with the decision to award grants to selected applications.
At the beginning the following will be assessed:
- that the submission deadline has been respected. If the deadline (in case there is only one) has not been respected, the application will automatically be rejected. In case there are several deadlines it will be included in the next round of applications.
- that the Concept Note (for restricted procedures) or the Application Form (for open procedures) satisfy all the criteria specified in points 1-5 of the checklist of the concept note or the checklist for the full application included in the Grant Application Form. If any of the requested information is missing or is incorrect, the proposal may be rejected on this sole basis.
In some cases a number of applications can be retained in a “waiting list”. These applications, which have not been financed in the first instance, will be reconsidered in the event where not all the funds allotted to a single CfPs are assigned and/or the amount of total eligible costs of all actions financed is less than what initially estimated. By all means proposals received in the ambit of a single CfPs can only be financed within that CfPs.
The evaluation criteria ruling a call for proposals (CfPs) consist of selection and award criteria, further defined in the evaluation grids included in the Guidelines for Applicants.
Selection criteria
The selection criteria are used to assess the applicant's financial and operational capacity to implement the proposed action: the applicant must have stable and sufficient sources of funding to maintain its activity throughout the period during which the action is being carried out and to participate, where appropriate, to its funding. Applicants and their partners must also have the necessary professional competencies and qualifications to complete the proposed action.
Award criteria
The award criteria are used to assess the quality of proposals against the set objectives and priorities, so that grants are awarded to the actions which maximise the overall effectiveness of the CfPs.
The award criteria relate, in particular, to the relevance of the action and its compatibility with the objectives of the grant programme under which the CfPs is being financed, to the quality, expected impact and sustainability of the action, and to its cost-effectiveness.
