Communication with EuropeAid at proposal stage

During the time span between the publication of the CfPs and the deadline for the submission of proposals, applicants must be able to ask for clarifications and seek help in filling in and put together their applications. The European Commission must therefore provide a contact point to which questions may be addressed and indicate it at point 2.2.4 of the Guidelines for Applicants.

Applicants may submit questions in writing up to 21 days before the deadline for the submission of proposals. Replies will be given no later than 11 days before the deadline for the submission of concept notes. The European Commission has no obligation to provide further clarifications after this date.

In the interest of equal treatment of applicants, the Contracting Authority cannot give a prior opinion on the eligibility of an applicant, an implementing partner, an action or a specific activity.

Questions that may be relevant to other applicants, together with the answers as well as other important information given to applicants during the course of the evaluation procedure, may be published on the EuropeAid website under the section Calls for proposals as Frequently Asked Questions relative to that call. It is therefore highly recommended to regularly consult the webpage of the call in order to be informed of the queries and answers published.
