The Annexes
Together with the Grant Contract and the Special Conditions, the Grant Beneficiary will receive a series of annexes stating the rules and conditions of the grant awarded and the Action implementation.
These Annexes are sent to the Grant Beneficiary in paper copy. It is highly recommended to download the electronic version of these documents from the EuropeAid website, grants section at the moment of contract signature to be sure to have the appropriate version of grant documents to be used during implementation of the Action. This is important because while EuropeAid publishes newly updated versions, the Grant Beneficiary must always refer to the one in force at the moment of contract signature.
The annexes include:
- Description of the Action ( annex I): this is a summary of the project proposal, cost of the action and partners' (if any) data and is included in the Grant Contract together with the Special Conditions.
- the General Conditions applicable to European Union-financed grant contracts for external actions annex II.
- the Budget of the action annex III: this is the budget presented by the applicant corrected of any arithmetical error or ineligible cost.
- the Contract-award procedures annex IV| : these guidelines rule the procurement procedures to be followed by grant beneficiaries in the framework of EU-financed external actions.
- Standard request for payment annex V: form to be used when requesting further pre-financing or the balance. The request must be accompanied with the financial identification form, which should be the same as the one submitted with the application form.
- Models of interim and final narrative and financial reports (annex VI): the interim and final, narrative and financial reports have similar structures.
- Terms of reference for an expenditure verification of a Grant contract annex VII, to be used where applicable (see Payment arrangements).
- Pre-financing guarantee form annex VIII, to be used where applicable (see Payment arrangements).
- Format for the transfer of ownership of assets (annex IX), to be used according to art. 7 of the General Conditions.
