Cost eligibility

Potential applicants for EuropeAid grants should think well in advance about norms and procedures that will apply to possible EuropeAid-funded projects, before even considering to submit a project proposal. This is particularly important concerning the eligibility of the “inputs” of an action, i.e. the means and costs that will be charged to the action regardless of the source of funding.

The general principles of cost eligibility are explained in the General Conditions under article 14. An overview of the contents of the article and further specifications relating to a given action are always included at point 2.1.4 of the Guidelines for Applicants that accompany each call for proposals.

It is important to have clearly in mind what kind of actions the EC finances and what costs are eligible. Only “eligible costs” can be taken into account for a grant. The categories of costs considered as eligible or non eligible are indicated in this section. Moreover, the proofs of costs incurred are the main sources of verification in the logframe matrix, whenever adequately linked to objectively verifiable indicators.

The budget is thus both a cost estimate and a ceiling for “eligible expenses”. Please see the budget section for more details on the types of eligible costs.
