Is a Grant Beneficiary allowed to apply its own procurement rules if they proved to be conformable to those of the EC or shall it always apply those of the Commission?
By signing the Grant Contract with the EC, the Grant Beneficiary also undersigns the EC Contract-Award Procedures laid down in Annex IV. If the Grant Beneficiary wishes to use its own procedures on procurement and have implementing partners do the same, it should write to the Desk explaining its request and documenting it with thorough information on how its rules do comply with EC requirements and do not increase relative costs.
