If the Organisation benefiting from a EuropeAid-grant is used to award extra benefits to its employees besides the normal salary, are these benefits eligible?
If yes, under which circumstances and following which rules? Should they be specified within the contract and foreseen by the NGO local and HQ procedures? If extra benefits are not eligible, could you please specify what falls under the budget sub-heading “Other remuneration-related costs”?
Refer to article 14.2 of the General Conditions. If the organisation pays fringe benefits then they are eligible for funding. The organisation may have to substantiate its internal rules to the auditor if the contract is scrutinised after its completion (i.e. showing the auditor that the organisation’s internal regulations cover fringe benefits).
