Are baseline studies or ex ante evaluations mandatory in EuropeAid-funded projects?
Usually EuropeAid notifies in the “Guidelines for Applicants” of each call for proposals if baseline surveys and/or evaluations have to be provided within a given project, but in general they are not mandatory.
